TOPIC: ARGUMENT102 - The following appeared in a letter from the mayor of Tudor City.
"After a major airline chose Yorkville as its regional flight hub, the number of businesses in that city almost doubled and local tax revenue increased by 50 percent. In addition, as travel to Yorkville became easier, most respondents to a survey of the country's top executives identified Yorkville as a desirable place to transact business. To secure efficient transportation for Tudor City and stimulate our local economy, we should build a new airport, like the one in Yorkville, that is suitable for a regional flight hub."
In this letter,the mayor of Tudor City recommends that a new airport is needed in order to secure efficient
transportation for Tudor City and stimulate local economy.To support his recommendation,the mayor cites that after Yorkville was chosen as a regional flight hub,the city's tax revenue increased and Yorkville is likely to be a place to transact
business.After scrutiny of this argument,I find it problematic and thus unpersuasive.
To begin with,the author fails to provide evidence to prove that the city's
increasing revenue from local tax and number of businesses have direct relationship with the construction of the airport.Without ruling out other possible reasons affecting that city's economy,it is entirely possible that the city's revenue has benefited from its development in certain fields rather than the improvement of its transportation.Perhaps the city has carried out some measures or policies encouraging business and helping commercial investment,so the favorable environment attracted large number of businesses.Or perhaps that city's people had an increase in their income due to the fast development and therefore the tax they should pay to the government was increased.Either is the case,the mayor cannot make a connection between the city's achievement and Yorkville.
The second flaw is that the mayor concludes too hastily that Tudor City can achieve the same effect by building a new airport as the one in Yorkville.Common sense tells that how much an airport can help an area improve its transportation and economy depends on various factors such the geography,population and the facilities of the airport.Without detail information of Tudor City's conditions,it is difficult to conclude how much Tudor City can benefit from the construction of a new airport.If Tudor City's investing environment is poor and the rate of tax is high ,the increasing in number of business is not realistic.
Finally, the author's recommendation relies on the unsubstantiated assumption that if Tudor City builds a new airport,the airport will surely be chosen as regional flight hub.However no evidence supports that case,and if the new built airport has uncompetitive facilities or service compared with neighbouring airports in other cities, it is possible that the new airport cannot be chosen as flight hub.
In sum,this argument is unconvincing in several respects.To better bolster this recommendation ,the mayor should provide more detailed information about Tudor City such as its investing environment and justify that the new airport can be chosen as its regional flight hub.
