TOPIC: ISSUE69 - "Government should place few, if any, restrictions on scientific research and development"

1、(正面)少的限制是科学研究的前提。
2、(正面)宽松的研究环境帮助科学家更好的专心科研。
3、(反面)必要的引导和限制是必须的。
The flourishing of modern society is based on the development of scientific research. As for scientific research, it need a relative free circumstance to advance, in that sense, the speaker's claim has merit, however, governments should also pay attention to lead the scientific research to a right developing way which is both beneficial for scientist and the whole society.

It's undeniable that few restriction from governments on science is a indispensable premise for scientific research. Most pressure coming from government have a apparent political purpose, which may be against the basic principle of scientist that the scientific result should provide a impetus for the development of human society. In former Soviet Union, the government placed many restrictions on research for the requirement of ideology. Many scientists were forced to change their scientific results or even made up research data to achieve political aim. These actions actually rebelled the basic principle of scientific research, however, since most support to research and scientists' living conditions were controlled in the hand of government, encountering unfair restrictions from government, many researchers had no choice but to yield.  

Moreover, a relative free research condition help scientist focus most of their energy in research more than finish a mission. It's usually hard for scientists to promise the deadline when they will obtain a satisfactory results, but administrators of government may not have the same consideration, In order to solve some technological problems or become a high-technological country as soon as possible, the government may set some unreasonable aims for scientists. For example, in China, teachers in the key universities have a severe burden of research paper for the reason that governmental leaders often regard that more paper published in journal means more scientific accomplishment. meanwhile the number of paper is related with the teachers' income and living condition. Such heavy restrictions on scientific research contribute to the emergence of great number of academic frauds, which has already influence the healthy development of Chinese scientific system.

Not denying the importance of few restrictions on scientific research, moderate regulations in research are necessary. Since the ultimate aim of scientific research is to bring benefits to society, the government should play a right role in distributing social resources in research. That is, some scientific realms which are concerned to solve the immediate problems in society should be given a priority support. what's more, considering some researches may pose a negative influence on human beings, moderate restrictions must be carried out to restrict the development of these researches. Taking research on embryonic stem cell as a example, because stem cell is considered as a human and has the basic human rights, the research in this cell must obey certain restrictions in order to protect the humanity. Research on cloning technology has also  limitation that cloning human is forbidden. All these examples show that a moderate restrictions on scientific research is essential both to protect moral and ethical principle and to avoid abusing the scientific power.

Last but not least, it's true that few restrictions on research is beneficial for developing of science. However, as a activity in society, without limitation may lead to unwanted results. Thus, governments should play a right role to keep the scientific research healthily developing rather than intervene research for political purposes.

Last but not least(这个句式不对,这个最后一段论证的开头,此处下结论应用in sum, on all accounts等), it's true that few restrictions on research is beneficial for developing of science. However, as a activity in society, without limitation may lead to unwanted results. Thus, governments should play a right role to keep the scientific research healthily developing rather than intervene research for political purposes.

另外关于中国大学要求老师出一定数量的论文(为了好收入和生活环境)(我这里理解为对研究者的restrictions)===无法完成高质量的研究
但是,个人对题目的理解是restrictions on scientific research and development.即是对research的限制,不是个人限制。。。额。。所以个人觉得这个例子不恰当哦。。。拙见。。。

另外附上我的一篇。。。算是同主题写作了。。。呵呵。。。没有限时。。。

The issue above asserts that governmentshould put as less as restrictions on scientific research and development.However, the less level is not a clear definition. From my point of view,though the technology and science gives us advantages, restrictions should be existto keep humanity and sustainable development.

The modern science benefits us in manyaspects. We work more effective than before because of the computer, mobilephone, machines, etc; we live in a comfortable life which, for example, we eatfresh fruit and vegetables because of the refrigerators' invention; we cantreat more diseases that is thought as incurable diseases than years ago.Countless benefits are brought by modern technologies. However, should we leavethe science to develop on its own?

Everything has a rule to restrict becausewe live in a diversity society that every factor affects with each other. Ifever one of them across the line and the unbalance appears, the conflicts willcome out. So is that of development of science. The most controversial problemof science is about humanity and sustainable development. For the first issue,many people thought it is not humanity to do the animal experiments. Becauseanimals have emotion and it is not humanity to shot virus into their body andtest their reactions. So we must have some restrictions on this aspect. Rulesabout what we can do on them or how to treat the experimental-animals or how totreat them after their death should be made to protect animals' emotions andfeelings. Other rules of humanity also should be made, such as, attitude toeducational-reliquiae, experimental ethics. For the second issue, sustainabledevelopment, which is the global question that we care most, has to berestricted by rules or laws. Some experiments may destroy the environments. Forexample, a historical research need dig deep down with large space in a forest.If ever they begin the work, millions of animals and plants may be destroyedfor losing their habitat. And this obeys the idea that sustainable developmentof Earth. The restrictions have to be made to protect the humanity and sustainabledevelopment.

However, too many restrictions will limitthe promotion of the science. If government doesn’t' t allow scientists usinganimals to do the experiments, medicines, make-ups, vaccines, and many otherproducts cannot be tested before we use them on human being which may lead tomore problems. Moreover, if the pollution or harmful to the environment islimit and can be recovered, it can be allowed to do the research. For example,we are allowed to use methyl alcohol, a kind of gas may cause cancer, tosterilize the rooms for experimental-animals because it can kill most kind ofbacteria and virus. Though it is harmful to bodies, its concentration iscontrolled and which can decrease the level that it may affect bodies.

To sum up, government should make somerestrictions to scientific research for humanity and sustainable development.Nevertheless, the restriction may limit the grow-up. Thus, the restrictionsshould made according the situations which can both protect humanity and environmentsand not limit the development.
