If we conduct a survey about the ideal image of an effective leader, people would give various answers, including the executive ability, the ethical and moral standard, the credibility, or even the appearance and behavior. We can also observe these qualities in those successful leaders more or less. Therefore, the speaker's assertion that a public official must maintain the highest ethical and moral standards is overdue to some extent. Other qualities are also required to be an effective leader.
In my view, to determine whether a leader is effective, we shall first keep in mind what is the basic criteria should be applied. In a democratic society, a public official is aimed to accomplish certain work and act as a dynamic part in the chain to provide citizens with sufficient and satisfying services. Public officials are paid by the tax revenues from citizen so that they have the responsibility to service their people. We can not expect a public official to be an effective one when he can not accomplish his work, even if he maintains a high standard of ethics and morality. In short, as a public official, it is his first-hand responsibility to finish his work satisfactorily rather than being a man of highest ethical standards.
Consider Clinton, the former US president, for example. He has been viewed as one of the most successful leaders in the history of US by the majority of people, domestically and abroad. He fully took advantage of his great political and economic talents to bring America to a highly-booming economy, which stands in the top of world. Without Clinton, the United States would not be such a strong nation as it is today. Although the Sexual Scandal came up at his last incumbent years and destroyed the "perfect" image of President Clinton, especially his ethical and moral standards, we still treat him as a great leader who deserves our highest honor.
After all, the examples like President Clinton are rare. People still have their basic ethical requirements for their leaders, especially their political leaders, since they usually represent the positive images of the society. Their behavior in ethics can have great influence on the whole society, especially the youth. And any little mistakes made by the political leaders are likely to be exaggerated and cause bad effects among the youth, which in turn will lower the whole society's standards of ethical in the future. On the contrary, if the leaders exemplify as men of high ethical and moral standards, the people will adore them and imitate them thus create a better moral environment in the society.
In conclusion, high ethical and moral standards of public officials are necessary qualities to be effective leaders. However, many other qualities, like the executive ability, also determine whether a political leader is effective. After all, what they can do to their people is their first-hand responsibility. High ethical standards will help, but certain are not the determinant factor. |
