“As long as people in a society are hungry or out of work or lack the basic skills needed to survive, the use of public resources to support the arts is inappropriate-and, perhaps, even cruel-when one considers all the potential uses of such money.”

Undeniably, arts play a vital role in promoting humans’ civilization and are mankind’s valuable spiritual wealth. However, when it comes to a tough condition that quite a few of people being hungry or out of work or lack the basic survival skills, using public resources to support the arts is inappropriate. Thus, I basically agree with the assertion put forward in this issue.
First of all, material life is the supreme aspect of mankind, especially when it refers to severe social problems such as widespread hunger or unemployment. Therefore, governments must focus on the utilization of public resources to solve the urgent social problems mentioned above. Supposing that the majority of the society is experiencing natural catastrophe or fearful famine or terrible unemployment, nevertheless, the governments ignore these and use public resources in arts realm. Could such an action arouse the indignation of the public and cause social turbulence? The answer is absolutely yes.
To analysis the problem specifically, let’s take Balzac for an example, he was destitute because of the rupture with his mother when he was young. In order to continuing his composition, he yielded to the miserable reality and chose to do a business and even pandered to vulgar tastes of the public in his writing operas. Unfortunately, because of the fail in business, Balzac nearly could not go on with his composition. Until his mother decided to give him financial aid, Balzac was able to continue writing and then his masterpieces came into the world. Through Balzac’s example, it is evident that arts must come after subsistence. After all, mankind’s spiritual life must be based on material life, just as it is impossible to ask the Africa refugees to set foot in the field of arts.
Considering that there always exist a variety of social problems in different periods and most of them are not significantly intensive, government should not forget to give arts financial supports as long as the majority lead a moderate living standard. Despite the fantastic talent in arts, a multitude of artists suffered a hard life due to the lack of money. Obviously, artists devote themselves into the art and there remains no more time and energy for them to decorate their material life. For instance, Samuel Johnson took an additional five years to accomplish the noted work---A Dictionary of the English Language on account of lacking economic supports. In short, needful financial support impels the development of arts and thus puts enormous impetus on the civilization.
Moreover, thinking reversely, sometimes arts can help to solve some troublesome social problems. Great work of art is a kind of spiritual power and can give men a favor in struggling against hardships. Such inspiring works like The Old Man and the Sea or The Internationale encourage man pass through the tough period.
In sum, on the one hand, we should put the urgent social problems at the first place. On the other hand, as arts play far-reaching significance roles in our society, it is always in need that using public resources to support it when no severe social problems occur.
