This issue states that laws showtheir ineffectivity(这个自己改了disability) in curbing people'sinternal/inner worlds, in turn (in turn没有连词的功能不能连接两句句子, 直接另起一句 words. In turn), they display their merits in revising andconfining one's manners. I agree this perspective in most part, however(however也不能连接两句句子,可以用but) to make a comprehensive reflect, some other views should beaccounted.
Admittedly, human kinds need laws to modify andcontrol their behaviors since the complexity and diversity of human nature. Inany society, there are inevitable conflicts and competitions which naturally is(是不是该用are?这个可是你经常提醒我的) thereflection(s) of the human(‘s人类的需求,所有格) plentitude(这个是名词, 用voracious贪婪的是否符合你的意思) needsagainst the resources dearth. Firstly, It is laws that prevent people fromhurting others' body, robbing other's properties, vandalizing public facilitiesand doing harm to(violating侵犯人权) others'human rights. Contrarily, Without laws, what the society may(如果是虚拟语气用might)
become could not be imagined(这个说法有点chinglish, I cannot imagine what the world iscoming to或what the world might be like). Secondly, from a economy(economic形容词) perspective, laws serve to cut off the costs of the society operation. Forexample, when one have(has) to receive a heritage from his/her ancestorshould act according the relating laws, otherwise he/she has not theaccess to this heritage(, otherwisethis heritage is unaccessible to him/she). The official person(不用person就表示公务员的意思了) who is in duty ofthe heritage may welcome the power of these laws, for the sake of savinghis/her time and energy----(空格--空格)that iswhat we mean for(for在这里起什么作用?what we mean “cost of a society” 是不是就可以了)
"costof a society". Thus, the laws contribute to shaping human's external deedsand then to guarantee the basic operation of the wholesociety.
However, to overstate the halo of the laws may beunrealistic. Every one in this society has his/her own thoughts and minds. Thatis a forbidden district(region更好) for anylaws. Well , take the president Bill Clinton as an example,(改为: )
the laws could force him to confess his sexy scandal with Miss Lewinsky, but they had nomethods(I mean here, a legal procedure) to retrieve the factual thoughts in(of)
our eloquent former president. To say "there is a law can bedesigned so that any man’s minds could and should be change and harness"is irresponsible. However, every one has at least a lowest(要表达的是basic/fundamental这个概念吧) privacyright to keep his/her independent opinions. So, it is necessary to concede thatthe laws, in most occasions, indeed have littleregularity over peoples' internal/inner/inside worlds.
Meanwhile, that does not mean that(这个that不要更好,因为前面也有一个) the lawscan not help to adjust one's behavior. In fact, there are some laws achieve thisgoal by put indirect effect on people's emotions, rituals, and thoughts.(and thoughts, such as… 如果时间允许这段还可以展开一下)
To sum up, (+due toanalysis and reasons mentioned above,) it isadvisable for governments to realize the limit of power of laws(the force and effect of law我想说的不是power这个词不好,而是可以用and连接两个同义词来增加复杂度) towardspeoples' minds and hearts when they are ready to enact some new laws in thepopulation. Meanwhile(这个你在上一段很明显的用过一次了,可以换个词moreover/furthermore,), as aordinary people, one should also comply with the laws by reigning his/herexternal behaviors.(顺着文章的思路,把遵守法律这段内容放到政府应该意识到法律的局限性之前)
That wouldbe(不要be) make the laws produce more powerful effects on the operationof society.
