TOPIC: ISSUE178 - "It is possible to pass laws that control or place limits on people's behavior, but legislation cannot reform human nature. Laws cannot change what is in people's hearts and minds."

This issue states that
laws show their ineffectivity
(这个自己改了disability in curbing
people's internal worlds, in turn, they display their merits in revising and confining one's
manners. I agree this perspective in most part, however to make a comprehensive reflect, some other views should be accounted.


Admittedly, human kinds
need laws to modify and control their behaviors since the complexity and diversity of
human nature. In any society, there are inevitable conflicts and competitions which naturally is the reflection of the human plentitude needs against the resources dearth. Firstly, It is laws
that prevent people from hurting others' body, robbing other's properties,
vandalizing public facilities and doing harm to others' human rights. Without laws, what the society may become
could not be imagined. Secondly, from a economy perspective, laws serve to cut off the costs of the society operation. For example, when
one have to receive a heritage from his/her ancestor should act according the relating laws, otherwise he/she have not the access to this heritage. The official person who in duty of the heritage may welcome the power of these laws, for the sake of
saving his/her time and energy----that is what we mean for "cost of a society". Thus, the laws contribute to shaping human's external deeds to guarantee the basic operation of the whole society.


However, to overstate the halo of the laws may be unrealistic. Every one in this society has his/her own thoughts and minds. That is a forbidden district for any laws. Well , take the president Bill Clinton as an example, the laws could force him to confess his sexy scandal with Miss Lewinsky, but they had no methods(I mean here, a
legal procedure)
to retrieve the factual thoughts in our eloquent former president. To say "there is a law can be designed so that any man’s minds could and should be change and harness" is irresponsible. However, every one has at least a lowest privacy right to keep his/her opinions. So, it is necessary to concede that the laws, in most occasions, indeed have little regularity over peoples'
internal worlds.


Meanwhile , that does not mean that the laws can not help to adjust one's behavior. In fact , there are some laws achieve
this goal by put indirect effect on people's emotions , rituals, and thoughts.


To sum up, it is advisable for governments to realize the limit of power of laws towards peoples' minds and hearts when they are ready to enact some new laws in the population.
Meanwhile, as a ordinary people, one should also comply with the laws by reigning his/her external behaviors. That would be make the laws produce more powerful effects on the operation of society.

Secondly, from a economy(economic形容词) perspective, laws serve to cut off the costs of the society operation. Forexample, when one have(has) to receive a heritage from his/her ancestorshould act according the relating laws, otherwise he/she has not theaccess to this heritage(, otherwisethis heritage is unaccessible to him/she). The official person(不用person就表示公务员的意思了) who is in duty ofthe heritage may welcome the power of these laws, for the sake of savinghis/her time and energy----(空格--空格)that iswhat we mean for(for在这里起什么作用?what we mean “cost of a society” 是不是就可以了)

To sum up, (+due toanalysis and reasons mentioned above,) it isadvisable for governments to realize the limit of power of laws(the force and effect of law
我想说的不是power这个词不好,而是可以用and连接两个同义词来增加复杂度) towardspeoples' minds and hearts when they are ready to enact some new laws in thepopulation. Meanwhile(这个你在上一段很明显的用过一次了,可以换个词moreover/furthermore), as aordinary people, one should also comply with the laws by reigning his/herexternal behaviors.(顺着文章的思路,把遵守法律这段内容放到政府应该意识到法律的局限性之前)
That wouldbe
(不要be) make the laws produce more powerful effects on the operationof society.
(最后一句that would be 我读不通,可以改成 Insisting on these principles, the governmentscould make the laws produce more powerful effects on the operation of society.)

建议:
1、issue字数少了,建议在500或550以上。发觉你文章后面两段字数稍微少了,是不是时间关系呢?
建议先把时间抓起来,我认为这个最影响我们发挥的。还有argument>issue对大多数中国学生而言吧。

2、连接词,逻辑词方面可以加强

3、以后除了bbs上贴还是再用email再发一份吧,我回你也在两个地方都email回。这样既能给别人借鉴,也能帮助我们提高效率。 毕竟这个bbs的功能还有待完善。
