TOPIC: ISSUE170 - "The surest indicator of a great nation is not the achievements of its rulers, artists, or scientists, but the general welfare of all its people."

A great nation means well organized policies, developed economics and outstanding achievements. Both achievements of the rulers, artists or scientists of a nation and the general welfare of people can be indicator of the nation. But they have effects on different level, since general welfare of people is fundamental requirement while achievements of famous few indicate a higher demand. We can not make conclusion about which factor is the surest.
General welfare is the basic need of citizens. It can not be indicator of a great nation alone because all great nation and some of nation not that great can all satisfy this standard. But in contrast, if a nation can not feed its people with general welfare, it will have no chance to become a great nation. Citizens of a nation are the most powerful crowds of a nation. It is them who elect the politician of the nation and advocate or against the policy. Also, it is them who create production in society which provide food, manufactures and all resource we need in daily life. As a result, if a nation can not feed the people there, they will probably refuse working for the nation and stop supporting the politicians. In this situation, the nation which loses most of its power has little chance to become a great nation. The general welfare is the guarantee of the great nation.
Moreover, when a nation can offer enough general welfare for its people, further development to a great nation requires achievements of the famous few. A nation needs some thing superior than others to become a great nation and satisfy demands of people in high level. Citizens in a nation are willing to see some policies close to their lives and more arts are created to increase their enjoyment in spirit after they have stable live without starving. The responsibility of the rulers in a nation is not only to prevent crime but also manage the distribution of wealth, resource and dominate competent leaders in different fields thus improve the live to a more reasonable and comfortable environment. As for artists, their works probably have nothing to do with the general welfare of public. But their works can affect the spirit condition of a society directly, since they can increase the charity sense of the people and make their life more enjoyable, thus increase their energy to worker harder. The role scientist plays is significant, since they are the original power to propel the development of society. Their discovery and research can make great differences in human history. As a great nation, it should not only satisfy the general welfare, but also make achievement in these aspects to improve the live there to be more attractive.
However, the achievements of rulers, artists and scientist and the general welfares are overlapping to each other sometimes. We can not always judge a nation by the two factors separately. Though publics are the most powerful crowd of a nation, they probably do not have some necessary expertise to achieve some goal in life. So sometimes those rulers, artists or scientists can be the leader to help those people finish their work. In this condition, the achievement of those individuals is also helping improve the general welfare. So there is no absolutely factor as the surest indicator of a great nation. Factors reflect things in different level, and every factor can also have various explanations as well, thus requires our socialists and historians to make their judge and conclusion about great nations more carefully.
To judge whether a nation is a great nation, there is no surest indicator. People should look into the whole society and find every achievement and general welfare no matter they are created by the rulers, artists, scientists or the public. |
