In this argument,the arguer wrongly assumes that Impecunia will succeed in supporting education and public health if it begins a state lottery treated as supplement tax recenue as Lucria does without completely adequate foundation ,The letter's author has not throughly compared these two states from many aspects, Therefore, this argument suffers from several critical fallacies.
  First of all,the arguer states that the state of Lucria spent more per pupil than I which does not mean the state lottery establishment increase the tax revenue.The arguer ignores several other factors,The Lucria government can expecially improve the quality of their education with special funds  for development,In addition ,there is a possibility that the local businessmen believing in the importance of next generation invest their money to the local educational projects for the sake of supporting cultural and educational undertakings.
  In the second place ,the author mentions Lucria's public health program treats far more peoople than I .But the author doesn't take the population of the two states’ population into account .If population in Lucria is far more than that of in Impecuria ,Then there's no comparison between two at all,The arguer also ignores the two states’ environment and living customs.For example,we do not know whether there is chemical plant in L leading to the destruction of the local environment.After local people drink the polluted water and take breath of polluted air ,their health become bad.Besides,the arguer overlooks if the local people in Lucria combine work with adequate rest in daily life. In a common sense, we know that current presure in word from competation in society so make quite an impact on our daily mood.If residents in Lucria suffer from much more presure than that in Impecuria over a long period of time,these people’s mental health will decline ,so as their phtsical health.what’s more from the argument,we don’t know about if Lucria have the problem of ageing as a result of Lucria have the problem treating far more patients than Impecuria do.
   In the third place,it’s doubtful that Impecuria will success In bringing profits like supplement to tax revenue to improve our educational system andpublic health program,On the one hand,the survey conducted in the capital city of Impecuria can’t represent all the other cities in Impecuria.Even if it can represent the whole Impecuria,the survey is about the average cost in gambling.It doesn’t suffice to prove that the residet from all the areas in Impecuria will spend much money on lottery.
In conclution,as far as I’m concerned ,arguer didn’t illustrate the proper reason to prove Impecuria will succeed when it establish the lottery career.To strengthe the argument,the author must thake every condition into account when comparing with other state and have a through investation.To better evaluate the argument,we would need more information about what effect the state of Lucria and what’s the difference between Lucria and Impecuria if state lottery establish in Impecuria.
