TOPIC: ARGUMENT25 - The following appeared in a memo from the mayor of the town of Hopewell.
"Two years ago, the town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. The best way to improve Hopewell's economy, and generate additional tax revenues, is to build a golf course and resort hotel similar to those in Ocean View."

The mayor claims in this argument that the tourism increased and new business have opened in the town of Ocean View (OV) during the past two years while two years ago, a new municipal golf course and resort hotel are built, and the tax revenues have risen by 30 percent, therefore, to improve the economy of Hopewell (Hw), we should learn the same ways as the OV did during the two years. However, the statement is unwarranted in several respects.

First, the approach of increasing the tax revenues in OV are not mentioned in this argument, we can not connect the progress of tax revenues in OV and the new built golf course and resort hotel aptly, perhaps the increasing of tax revenue are caused by the risen of the tax rate, or some new industries are located around the town of OV. The consequence that the increasing tax revenues are based on the tourism and new business seems questionable.

Secondly, even of the increase of the tax revenues are caused by the tourism and new business, more information about the current economy condition of Hw are needed to compare with that of OV. Perhaps the current tax revenues of Hw are better than OV, and the tendency of increasing the revenues are proved to be much more than 30 percent, it will be unnecessary to build a golf course ang resort hotel similar to those in OV.

Thirdly, no information about the surface features are mentioned by mayor of Hw, as we know that the municipal golf course should be located in plains region, and the golf course are buildable according to the topographic condition of OV, perhaps the condition in Hw are mountainous region which are not appropriate for building the golf course, or maybe the landform of Hw are fit for the golf course and resort hotel while several golf courses and resort hotels are already built during the past years, It will be a misdisallocation of the municipal resource, and it should be irresponsible for tax payers.

Finally, we cannot conclude the former approaches of Hw to improve economy from this argument, and no evaluation are taken to assess the possible benefit for Hw to build a golf course and hotel similar to those in OV, maybe Hw won't attract tourists so the tourism and now businesses cannot be increase and opened relatively.

In conclusion, to strengthen the argument, more information such as the surface feature and the current economic condition about the two cities should be offered for us to judge the feasibility of building a new municipal golf course and resort hotel in Hw, and more possibilities should be taken into consideration in order to assess the advantage of this action.
