TOPIC: ARGUMENT10 - The following appeared in a letter to the editor of a Batavia newspaper.

"The department of agriculture in Batavia reports that the number of dairy farms throughout the country is now 25 percent greater than it was 10 years ago. During this same time period, however, the price of milk at the local Excello Food Market has increased from $1.50 to over $3.00 per gallon. To prevent farmers from continuing to receive excessive profits on an apparently increased supply of milk, the Batavia government should begin to regulate retail milk prices. Such regulation is necessary to ensure both lower prices and an adequate supply of milk for consumers."

In this argument, the author claims that to ensure both lower prices and an adequate supply of milk it is quite necessary for the Batavia government to regulate retail milk prices. In support of his proposal, the author cites the evidence that the amount of dairy farms has increased by 25% in 10 years throughout the country, and that the milk price in one local market has risen. Thus ,the author draws a conclusion that the retail prices should be regulated. Close scrutiny of the evidence, however, reveals that it lends little support to the credibility and feasibility of the proposal.
As a threshold problem, the author falsely equates the increase in the number of dairy farms with
the growing prices. Nonetheless, the growing amount of farms in Batavia does not necessarily indicate that farmers have stored more milk cows than before in Excello, nor that the milk productivity would be sure to increase.Without ruling out these and other possibilities, the author cannot hastily arrive at the conclusion that the milk supply is adequate.
Secondly, even assuming that the increasing number of dairy farms amounts to the growing supply of milk, this does not necessarily attribute to the booming retail prices. Lacking evidence, it is entirely possible that the cost of raising cows has increased during the past 10 years, or that fees for maintenance of the facilities in the dairy farms also increased due to the introduction of advanced equipment, e.t.c. For that matter, the author cannot hastily conclude that the farmers must have benefited from the booming prices and have earned excessive profits. Taken the above-mentioned possibilities into consideration, we can clearly argue that the farmers may increase the prices out of some objective reasons which they can hardly control, such as the cost of raising cows, or the dramatically increasing level of prices on the whole, or the growing tax. Either scenario, if true, would severely weaken the author's claim.
Thirdly, even acknowledging the reliability of the evidence cited by the author, we are still not informed whether the regulation on the prices would dampen the enthusiasm of those farmers or not, or have other invisible negative effects. Perhaps once the regulation is enacted, the farmers would feel violated of basic human rights to gain profits through their own labor so that they may advocate a boycott and decline to supply milk as a threatening. For that matter, we can see the Batavia government might suffer a lot from the condition. Thus, the original aim to ensure lower prices and an adequate supply of milk would be totally turned into bubbles.
Finally, even granted that the farmers do gain excessive profits from the rising prices, and that such regulation may somewhat take off, we cannot rashly rule out other better solutions to achieve the aims. For instance, the Batavia government could introduce a regulation to encourage competition between several milk producers and try to avoid and eliminate monopoly of one single giant. What's more, the government could also consider to grant subsidy to those farmers as compensation for violating their profits. Without taking these methods into account, we cannot be convinced that the proposal course of action is necessary and sufficiently effective.
In sum, the argument is unwarranted at several grounds. To better evaluate the proposal, the author must provide clear evidence about the direct relationship between the increasing amount of farms in the whole country, the rising retail prices, and the booming profits earned by farmers. Moreover, we should also be informed that the regulation is truly necessary and effective without any negative effects. Again to better assess the recommendation , the author must consider other better methods to achieve the goal. Without being offered the information, I can hardly be convinced that the proposed course of action is effective and would yield positive consequences in the end.
