关于语言考试

刚刚收到University of Lincoln小米的邮件，说我的语言成绩过期了，必须要补交新的托福或雅思成绩，不然没法办理签证？？原文如下：
If it is decided that a place on the PhD programme can be offered to you, one of the conditions will be that you must prove your level of English Language proficiency by way of IELTS with a band score of 6.0 or another equivalent qualification. Unfortunately study in Europe does not meet this requirement. Another reason for this is that your English Language proficiency is a mandatory element within a visa support letter. Without proof of English Language proficiency, it is likely that a visa will not be issued to you.
但是最近收到了newcastle的offer，小米并没有提语言成绩的事情呀，现在很担心签证的问题，请问哪位大虾知道，是所有的学校都要求语言成绩必须有效才能给出办理签证的证明吗？还是不同学校程序不同？
PS:我在欧洲读的硕士，现在要申请phd。
