  I conclude that as an effective leader, a piblic official must maintain the high enthical and moral standards, but I do not accept  the "highest" enthical and moral satndards as the speaker says.
  First of all, as an leader, one must keep high enthical and moral standards, which is the an essential element that leader should own. In the realm of buisness, the leader's duty is maximizing profits as possible as they can.Sometimes they   know many  business secrets, such as some crucial science technology or  financial condition, which decides the profits and the market.The leader in this realm must have high ethical and moral standards to avoid this information  being released to their opponents .They should have the ability to conflict the allurement of money , beauty and honor  in order not to betray his companies and colleages. Such crucial releasing will lead his companies lost a large of money and the business oportunities. Thus, as an effective leader, one must deal with their own interests and companies interests rationlly.To be an effective leader, one should not only have the leadership ability, but also high ebthical and moral standards.
  In the realm of political, it is more important for leaders to keep high enthical and moral standards. Because betray in the business realm no more than lead lost  some money, but in the political realm, it will change a nation's condition.
In a democratic nations such as United States, the leaders are always be elected by all of the people, and they will surely serve them in the country. They should account for the public's profit when legislate the laws and perform official business.
Keeping high enthical and moral standards  is necessary for the presidents,
otherwise they will be resignated.  The Watergate incident lead the Nixon become the first resignation president in the history of the United Stated, his behavior did harm to the democratic in America finally  to hem. Bill Clinton's
sexual scandal is also a famous incident that the leader lose his enthical and moral standards. Although he was not be resigned in the later, but he lost many people's support and become an unwelcomed president. Such example
are everywhere in the world, and this kind of president finally not to be resigned but be punished.
  But it is hard even impossible for an effective to keep the highest enthical and moral standards. Such people could only be seen in a canon such as the bibble.We have to admit that human being has his own weakness and shortness in his characters. An effective leader always minimize his shortness and only account for the public.But at  some times , one can not judge leader's enthical standards as normal poeple's.For example, killing poeple  obeys human being's enthical and moral, but as a leader of army, he must
encourage his soliders to kill more enemies to win the war. As a leader of army, he still maintain a high enthical and moral standards.
  In sum, one must maintain a high enthical and moral standards to be an effective leader,but it is impossible to maintain  the highest standards.
