A politician is a leader and if a leader has a high moral standard, he is more likely to be respected. A leader respected by his people tends to have more prestige. But a politician is not a moral paragon and besides high moral standards, many other characteristics are quite crucial. Only honest and sublime politicians can stay in his position for long and are more respected by his people, which, of course, will certainly make the governance more effective.

There is no doubt that a politician, as a leader, should convince and govern his people with high ethical and moral standards. There are two reasons here. Firstly, if people are not satisfied with an immoralist as a leader, they will not obey his rules and led by his governance. Once a politician gives the people a poor impression, he may be never accepted by the people, not to mention govern them. One good example is that Nixon had to resign because of Watergate, and this scandal always exists in people mind. Secondly, a virtuous politician may get more convenience because his high moral standard will not only receive the respect form people, but also from other politicians, even if politicians of another nation because people, to some extent, all respect people who are virtuous. No wonder the prime minister of china, Zhou Enlai maintained many friend ties with other nations and his high moral standards, is of course an important factor that would win respect.

However, some politicians are lack of morality. In an election, they may use mean tactics to make their rivals notorious. Such like making negative news of their rivals so that the people will not believe him any longer. There are also such cases that the politicians ask many electorates to vote for him by giving them large amount of money. Some politicians even promise that some seemingly impossible policies would be implemented as soon as he finished the inauguration. But these policies would never be implemented any more and they are just mean tactics to attract the electorates. Such behaviors not only deteriorate the politician’s own reputation, but also lead people to lose confidence in the government, which is obviously a far-reaching one.

But what we should keep in mind that politicians are not moral paragon and do not have to be that virtuous. Firstly, a politician is a leader whose responsibility is to make a nation more prosperous and enhance the people’s standard of living, not moving people by his high moral standard. Politicians should have other distinguished characters such as the sense of responsibility, intelligence, perseverance. They should also make quick and careful decisions when facing emergency. Secondly, a politician may use some tactics and immortal ways to deal with some problems for special purposes. For example, in diplomatic occasions, candor is not always good. As a leader of the country, a politician, as the leader of a country, has the responsibility to keep important secrets to other people. Another example is that politician has to lie to the people after some terrible catastrophes, whose aim is to appease the people and ensure the stability. And if the people are told the real situation, they may lose hope and give up struggling with the difficulties.

To sum up, politicians can be dishonest sometimes for a certain purpose. But this kind of dishonest should not be for their personal interest, but for the people’s interest. A politician may come into power by his tactics and dishonest temporarily, but after a long while, the people may find his mean ways and low moral standard. Once the people are animated by his immortal behaviors, he may lose the respect from the people perpetually.

In this statement the speaker hold a view that an effective public official should grossly obey moral and ethical rule and be moral models of the whole society. Dose a moral model can be a effective leader? I don’t consent with the speaker’s opinion. To be an effective leader the most important thing is one’s capability on politics and economy and then comes to ethical and moral standards.

To begin with, a high ethical and moral standard is needed for a public official. There are several reasons for witch that can prove ethical and moral have a role in being a successful public official. Firstly, officials are public figures and they need a flawless public image, include in ethical and moral standards. Secondly, if an official has a scandal on ethical and moral, his supporters may feel disappointed and may not support him any more. Thirdly, a scandal on ethical and moral may let people suspect the leader’s character and he may be discredited. For instance, 37th President of the United States- Richard Milhous Nixon .He resigned in the face of likely impeachment for his role in the Watergate scandal. Thus, ethical and moral sometimes also play an important role in officials’ political lives, and may have a significant effect on them.

However, to be an effective leader, a public official must maintain an extraordinary capability on politics and economy rather than the highest ethical and moral standards. A high ethical and moral standards can let the leader seems to be a flawless public figures, but it cannot promote the living standard of the whole society. To be effective leaders should be able to let their citizens own a high life quality through their exertion on politics, economy, and culture. An example that can prove is about Bill Clinton; despite of Lewinsky scandal, Clinton presided over the longest period of peace-time economic expansion in American history, which included a balanced budget and a federal surplus. And Clinton left office with an approval rating at 66%, the highest end of office rating of any president since World War II. So we can conclude that although has flaw in ethical and moral area when talk about Lewinsky scandal, Clinton is an effective leader and have a well public image. So, it is not necessary for a public official to has the highest ethical and moral standards.

To sum up, in order to be an effective leader, one must be able to effectively communicate with others and learn to listen efficiently. It is the foundation of communication and cooperation. What’s more, an effective leader is one that commits on innovation and be good at talent management. One maintains the highest ethical and moral standards can hardly be an effective leader. It also calls for such as capability on politics and economy, communication skills, and so forth.

Are high ethical and moral standards the prerequisiteof being an effective leader? History defines successful leaders largely on theirability to lead to change for better or worse. An effective leadership is aboutmoving others towards doing something. Though high ethical and moral standardsplay an important role in many cases, it would not be absolutely necessary inevery aspects of our society.

Firstly, in order to be a qualified leader,the public official must enjoy the confirmation and respect in his followers. AsJohn Gardner tells us in his book OnLeadership “We should hope thatour leaders will keep alive values that are not so easy to embed in laws—ourcaring for others, about honor and integrity, about tolerance and mutualrespect, and about human fulfillment within a framework of values”, that is away of being viewed as trustworthy and ethical and eventually being effectivein leadership. In the famous Tylenol case in Chicago in 1982, the continuedsuccess of Tylenol brand is largely due to the pulling-off of all the Tylenolproducts from their shelves of Johnson & Johnson. The effective leaders ofJohnson &Johnson rescue the whole industrial because of their ethics and responsibilitiesto the public. Gandhi was famous known as “father of the nation”--a politicaland spiritual leader in the movement of independence of India. He advocated totalnonviolence throughout the whole movement for civil rights and struggling for freedom.Gandhi’s ethics of nonviolence was considered as philanthropy towards to humanityand he was nominated five times. It is clear thateffective leadership owes much to his ethics and morale.

Whereas, it is common to see that ethicsand morale are not found in the effective leaders as reaching for theirspecific goals. In the domain of business, it is not ethics or morale thatevaluates the effectiveness of the leader but how could the company orinstitution benefits in maximum. The discrimination of women, as they have theright in requiring payment during their maternity leave and the possibility ofdistraction of their attention from work to their child when they are huntingfor a job, is a compelling example of the neglecting of ethics and morale ofmost of the leaders in business. Also, in politics, the ability of disposingaffairs efficiently and accurate judgment value the most when deciding whether thepublic official is an effective leader or not. “He may be a son-of-a-bitch, buthe’s our son of a bitch,” is a famous old saying in politics. After beingforced to step off his position of Majority Leader because of his vote againstrenewal of the Voting Rights Act and insensitive racial comments, as adiscrimination of black, Senator Trent Lott provided 80 percent federalmatching grants to intercity rail and ensured the funding for Amtrak withsupport of passengers. And then, in the next election, he regained his positionin leadership. The second successful election in the leadership of Senator showedthat Trent Lott was an effective leader in prompting the quality of people’slives, while electors cared little about his ethics problem.

On balance, from all the analysis andexamples, it is clear that high ethical and moral standards count much in theeffectiveness of one’s leadership in some circumstances, however not all leaders,in other words, not the leaders in all fields could not be effective withoutethics or morale.

这篇写的真的很烂,首先我对政治一窍不通,看到题目一点思路都没有,写了一点之后就完全无话可说,憋了半天之多。改我者多多包涵!
At this materialistic age, the ethic and moral standards have become the scale of our behavior in every human being's heart. For public officials, people always require them under the highest ethical and moral standards.

Public officials are the personnel who carry out the public duty by the government under the laws. Their responsibility is not only for the government, but for the benefit of the people as well; they are always the leader in some fields: the police, the congress, etc. Just like public figures, one little mistake in the officials’ work might push them to the top of the public waves, which requires the well-organized self-control. As a result of that, the ethic and the morality of their soul establish themselves as a good tonic for the public officials to remind them of the responsibility on the shoulders.

Noble and high ethical and moral standards are the most crucial point in the action of the public officials trying to be effective leaders. Ethic and morality mean the ability to distinguish between right and wrong, and with this prerequisite, one’s other ability and quality, such as leadership, capability, charisma, etc, could be judged in an appropriate way. The notorious scandal between the former president of the U.S. Bill Clinton and his secretary Monica Lewinsky once made his reputation into the deep abyss, and the people not believe in him. But after his sincere apology and the real action of his penitence, he got the trust from the public again. That is the ethic, the ability to make out right and wrong, that made people accept this outstanding president again because people saw a regretful president, considered he hadn’t lost the moral standard and knew the fact that no one was perfect. Only after getting the trust from the public, the leader’s work could be more effective.

High ethical and moral standards can also help keep the steady of the society. The officials represent the government. If they first act immorally, the people may blame them first; and then tend to question the government about the policy.

The public use the highest ethical and moral standards to restrict themselves, which is the best way to control their behavior. The higher the ethic is, the more effective the leader’s work will be.

A higher
moral standard is necessary and importantfor a credible political leader, but the significance differs from case tocase. There also exist some special occasions which other factors overwhelminglyoutweigh the importance of morality and therefore, immoral behaviors such asdeception, concealing and betrayal are inevitable and understandable.

The first reason why Iemphasize the importance of morality and ethics is that leader is the representativeof the whole nation, only by obeying strict moral standards can the leader gainthe respect and trust from his or her proponents, and in turn can the leaderpromote the policies and authority more effectively and completely.
Another reason concerning whyI agree with the speaker that leader should pay attention to his ethics andmorality involves a significant responsibility of leader---- paving the way ofhistory full of frustration and obstacles for the whole nation. In this level,the morality even plays a more important role than leadership or otherqualities for an immoral leader, even with exceptional capacity, can only bringwars, invasion, eviction or other disasters for human history instead ofwell-beings. A striking example for this contention is Hitler.
On the other hand, morality isnot the mere standard a leader should stick to, perseverance, risk-taking,determination and some other qualities are also quite crucial. What if thereappears contradiction between these principles, the leader should balancebetween them and then make up an optimal decision. As a result, a leadersometimes could disobey the morality or even defy with it. The final goal ofpolitics is to stabilize and prosper a society. In order to implement an effectiveleadership and achieve this goal, a leader should primarily maintain andenhance his power and authority. However, sometimes morality would constrict oreven contradict the effectiveness in politics. In this case, a leader shouldnot be excessively influenced by morality; instead, he should first considerthe long-term profit for the whole nation regardless of ethics or morality.
Another reason for mydisagreement about the overestimation of morality in politics is that excessiveobedience to morality would sometimes serve to undermine the stability ofsociety or even do harm to human property and lives.
In sum, the morality andethics are the widely-received standards to evaluate people. Admittedly, aleader who represent the image and reputation of a whole nation which has also,been focused by other nations, should restrict his or her behaviors to bettercater for this criterion. While, we should not extremely emphasize thesignificance of morality in politics, after all, politics is a special and complexfield where does not exists absolute right or wrong. Therefore, it isreasonable for some leaders to disobey morality such as deception and betrayal.We should address them on a case-by-case basis.
