20The following appeared in a letter to the editor of the Balmer Island Gazette.

"The population of Balmer Island increases to 100,000 during the summer months. To reduce the number of accidents involving mopeds and pedestrians, the town council of Balmer Island should limit the number of mopeds rented by each of the island's six moped and bicycle rental companies from 50 per day to 30 per day during the summer season. By limiting the number of rentals, the town council is sure to attain the 50 percent reduction in moped accidents that was achieved last year in the neighboring island of Torseau, when Torseau's town council enforced similar limits on moped rentals."

The arguer appeals to the town council of Balmer Island, where the population increases to 100,000 during the summer months, that they should reduce the number of rental moped and bicycle to cut down the number of accidents involving mopeds and pedestrians in summer. That conclusion is mainly based on a similar limit on moped rentals in the neighboring island of Torseau. Sound as the deduction seems, flaw lie in the statement.

To begin with, the statistic mentioned cannot make sense unless further comparison and analysis are made. The only thing we know about the background of the two islands is that they are neighboring islands. We do not know if they have similar terrain, population, status of street, and climate. The fact that policy works at one place does not mean it will work everywhere. What if roads in Torseau are mixed with mopeds and pedestrians, and they are really next to each other, while roads in Balmer are separate into two different parts where mopeds and pedestrians can both travel without accidents? In that case, the suggestion will become less valuable in Balmer, because then the number of mopeds would not influence the number of accidents at all, for they have less chance to knock into any pedestrians. What is more, we have not taken the climate into consideration. Wet weather makes break more difficult, thus it is bad for mopeds. People in dryer climate do not worry about it so much. If the climate is different in the two places, the result can be changed. To sum up, we should weigh up the features of the two islands before we put result from one place to the other.

Even if the situations of the two islands are similar, nevertheless, the number of mopeds is not the only reason to the number of accidents happened between pedestrians and mopeds. There are many other measures we can do to reduce the number of accident. As mentioned above, basic conditions that cannot be transformed easily, like terrain, status of street, population, and climate, decide which number of mopeds is safe enough. If we want to do something really effective and efficiency, we should not limit our thought into dilemma merely concerning about the number of mopeds. We can set a speed limit for those mopeds, especially in the places that accidents take place most frequently. We can have warning in dangerous places, which can make both mopeds and pedestrians more concentrate on their safe. Adding that, detailed regulation for mopeds and pedestrians will help a lot. These can be solutions as well.

Otherwise, the method brought forward by arguer runs the risk driving travel system to a dead end. People need such rental service when they do some excursion. Without those vehicles, there will definitely be of great inconveniency. People have to choose some other ways, like car or something else to travel around. What is worse, although the number of this certain kind of traffic accident could decrease, the traffic can be worse for more cars are on roads, which can largely cause damage to our environment at the meantime. Many other results can be made. Are those damages worth the same as the vague result came from the proposal? We cannot agree easily until more convincible proofs are made.

To sum up, the suggestion put forward by arguer is actually not as authentic as it sounds. We should do more research to get a valid conclusion. There is still much to be done.

In this letter, the author suggest to limit the number of mopeds’ rentals in order to reduce the number of accidents involving mopeds for the reason that the neighboring island of Torseau execute the same policy last year successfully reduce 50 percent of moped accidents. However, careful consideration reveals several fallacies as following:
First of all, the author hastily equates the condition of Balmer Island with that of Torseau Island. Perhaps, the terrain of Torseau Island is mountainous and if there are too much mopeds on roads, the moped accidents will more likely happen, but the Balmer may locates on plate, so even there are too much moped on the roads, the moped accidents may not happen, future more, the moped accidents in Balmer may result from other factors such as the driver’s careless or the week traffic regulation and so on except too much mopeds. Thus from the analysis mentioned above, the author’s assumption that the moped accidents can be reduced by reducing the number of moped running on roads is clearly unwarranted.
moreover, even the assumption that reduce the number of mopeds running on roads can lead to the reduction of moped accidents is established, the suggestion provided by author that the government should limit the number of mopeds rented by each of the island's six moped and bicycle rental companies is also open to doubt. For the author has not provided any information about the percentage of rented mopeds in Balmer Island, therefore it is possible that if the government just limited the number of rented mopeds, the number of moped running on roads may not be obviously reduced at all. Form this aspect, without providing the percentage of ranted mopeds in all mopeds on roads; the author’s method is inconvincible.
What is more, the feasibility of the suggestion is also doubtful, for if the government limited the number of mopeds on roads, some citizens may be in trouble to go to work, meanwhile more and more people tend to drive cars that may raise the number of car accidents.
In conclusion, the suggestion provided by the author is quite doubtable and the feasibility is open to doubt either.

In this letter, the author claims that while the population of Balmer Island increases to 100000, the town council should limit the number of mopeds rented to reduce the number of accidents. The author takes Torseau, a neighboring island, as an example to substantiate the conclusion. Although the author’s assertion seems to be logical, however, it is unjustifiable and relies on a series unsubstantiated assumptions.
Firstly, it is doubt that whether it is necessary to take measures to reduce the number of accidents involving mopeds and pedestrians because there is no evidence show that the condition of accidents in Balmer Island is serious. Without adequate information about this island, for instance, the area, we cannot judge whether the population of the island is large. The increasing population may not lead to rising number of accidents if the population is not much enough.(其实即使population is large enough 也不一定多交通事故) Considering these details, we can easily find that the author’s assumption that the number of accidents of Balmer Island will increase is too subjective and illogical.(论证的不错)
Secondly, limiting the number of mopeds rented may not be effective to reducing the number of accidents. We can except(expect) the decline in the number of accidents only under the circumstance that most of residents and visitors of Balmer Island are likely to rent mopeds or bicycle instead of buying an own one. Moreover, the letter lacks adequate information about the traffic of this island. Assuming that the area of this island is very small so that walking is the most common mode of traffic, we cannot assert that limiting the number of mopeds rented can reduce the number of accidents. In summary, the conclusion cannot be accepted.
Thirdly, even being efficient to the neighboring island, however, the method may not work in Balmer Island. Perhaps the area of Torseau Island is much larger than the area of Balmer Island. Therefore, we cannot compare them at the same standard. Moreover, it is possible that the traffic of Torseau Island is very bad so that any measure to limit the number of transport will work in reducing the number of accidents. In addition, perhaps that mopeds and bicycle are the most popular mode of traffic in that island so that limiting the number of mopeds rented is effective(这句想说明什么?). Therefore, without more information about the condition of Balmer, whether this measure can work well in Balmer Island is still doubtful. In conclusion, copying the measure of neighboring island is not meaningful.
To sum up, we cannot accept that limiting the number of mopeds rented is necessary to reduce the number of accidents in Balmer Island. To strengthen the assertion, the author needs to give us more information about Balmer Island. In additionallyin addition or additionally, surveying more about these two islands is necessary. Without adequate information and details, we cannot accept the conclusion.
