20The following appeared in a letter to the editor of the Balmer Island Gazette.
"The population of Balmer Island increases to 100,000 during the summer months. To reduce the number of accidents involving mopeds and pedestrians, the town council of Balmer Island should limit the number of mopeds rented by each of the island's six moped and bicycle rental companies from 50 per day to 30 per day during the summer season. By limiting the number of rentals, the town council is sure to attain the 50 percent reduction in moped accidents that was achieved last year in the neighboring island of Torseau, when Torseau's town council enforced similar limits on moped rentals."

The arguer appeals to the town council of Balmer Island, where the population increases to 100,000 during the summer months, that they should reduce the number of rental moped and bicycle to cut down the number of accidents involving mopeds and pedestrians in summer. That conclusion is mainly based on a similar limit on moped rentals in the neighboring island of Torseau. Sound as the deduction seems, flaw lie in the statement.
To begin with, the statistic mentioned cannot make sense unless further comparison and analysis are made. The only thing we know about the background of the two islands is that they are neighboring islands. We do not know if they have similar terrain, population, status of street, and climate. The fact that policy works at one place does not mean it will work everywhere. What if roads in Torseau are mixed with mopeds and pedestrians, and they are really next to each other, while roads in Balmer are separate into two different parts where mopeds and pedestrians can both travel without accidents? In that case, the suggestion will become less valuable in Balmer, because then the number of mopeds would not influence the number of accidents at all, for they have less chance to knock into any pedestrians. What is more, we have not taken the climate into consideration. Wet weather makes break more difficult, thus it is bad for mopeds. People in dryer climate do not worry about it so much. If the climate is different in the two places, the result can be changed. To sum up, we should weigh up the features of the two islands before we put result from one place to the other.
Even if the situations of the two islands are similar, nevertheless, the number of mopeds is not the only reason to the number of accidents happened between pedestrians and mopeds. There are many other measures we can do to reduce the number of accident. As mentioned above, basic conditions that cannot be transformed easily, like terrain, status of street, population, and climate, decide which number of mopeds is safe enough. If we want to do something really effective and efficiency, we should not limit our thought into dilemma merely concerning about the number of mopeds. We can set a speed limit for those mopeds, especially in the places that accidents take place most frequently. We can have warning in dangerous places, which can make both mopeds and pedestrians more concentrate on their safe. Adding that, detailed regulation for mopeds and pedestrians will help a lot. These can be solutions as well.
Otherwise, the method brought forward by arguer runs the risk driving travel system to a dead end. People need such rental service when they do some excursion. Without those vehicles, there will definitely be of great inconveniency. People have to choose some other ways, like car or something else to travel around. What is worse, although the number of this certain kind of traffic accident could decrease, the traffic can be worse for more cars are on roads, which can largely cause damage to our environment at the meantime. Many other results can be made. Are those damages worth the same as the vague result came from the proposal? We cannot agree easily until more convincible proofs are made.
To sum up, the suggestion put forward by arguer is actually not as authentic as it sounds. We should do more research to get a valid conclusion. There is still much to be done. |
