学校ISSO给我的回答，不能得到州内学费，但可以FULL TIME?
I spoke with Immigrations today to get a clear understanding of H4 dependents attending a university or college for a degree.

Per Immigrations, you are eligible to attend a degree program full-time and part-time.  You cannot work at anytime.  Which means you are not eligible for any type of employment at xxx or in the United States.  You can not accept an assistantship award and you should not receive governmental loans or financial aid.

As an H4 nonimmigrant your citizenship is of another country, you are not eligible for in-state tuition and fees as long as you maintain a nonimmigrant position.
