The following appeared in a memo from the vice president of a company that builds shopping malls throughout the country.
"The surface of a section of Route 101, paved two years ago by McAdam Road Builders, is now badly cracked and marred by dangerous potholes. In another part of the state, a section of Route 66, paved by Appian Roadways more than four years ago, is still in good condition. Appian Roadways has recently purchased state-of-the-art paving machinery, and it has hired a new quality-control manager. Because of its superior work and commitment to quality, we should contract with Appian Roadways rather than McAdam Road Builders to construct the access roads for all our new shopping malls."
The memo was well-present but not cogent. The vice president may draw the conclusion by making the comparison of different company with different working.
First, there is lack of proof present to show that the badly crack and dangerous potholes is caused by the mistakes of MCAdam Road Builders (ARB). There are many reasons can lead the same situation, for example the wind, the rain, the climate and so forth. The water or other factor such as wind and high temperature can damage the construct of the road. Maybe this area is too wet and during these two years almost everyday is rain day. Or hurricane appears every half month. Bad weather cause the bad
damage of the section of Route 101.
Second, the president can not draw the conclusion that the state-of-the-paving machinery and quality-control manager put the most important role in building shopping malls by his illusion. The state-of-paving machinery may have effect on paving the roads, but on the contrary, that it has no effect on set up a building. A well-quality building should be built by many suitable machines and a majority of workers with special skills. The other hand, a quality-control manager may have much benefits in founding a build, but maybe the Appian Roadways (AR) may not consider him to this project or he has little experience. Actually, there is no evidence to show that he is the better choice.
Third, the fact that a section of Route 66, paved by Appian Roadways more than four years ago, is still in good condition can not prove the whole route is in good condition, and even it is true, also can not support the AR has superior work and commitment to quality. Maybe it just good at paving road, or maybe it is only vice president’s personal thought. There are a lot of variables occurred these 4 years.
Thus, as a a vice president can not put the demonstration like memo above by his own judgment without large amounts of sufficient evidence.
