TOPIC: ARGUMENT233 - The following appeared in a memo from the vice president of a company that builds shopping malls throughout the country.
"The surface of a section of Route 101, paved two years ago by McAdam Road Builders, is now badly cracked and marred by dangerous potholes. In another part of the state, a section of Route 66, paved by Appian Roadways more than four years ago, is still in good condition. Appian Roadways has recently purchased state-of-the-art paving machinery, and it has hired a new quality-control manager. Because of its superior work and commitment to quality, we should contract with Appian Roadways rather than McAdam Road Builders to construct the access roads for all our new shopping malls."

   The arguer recommends that the Appian Roadways(AR) is a better choice when it comes to the company's new construction projects.To make this argument more substantial,the arguer compare the situations of these two Routes respectively built by McAdam Road(MR) and AR.In addition,the arguer points out AR's newly purchased machinery and its new quality-control manager.However,this argument suffers from several flaws.
   Firstly,unless the arguer sampled a sufficient number of Routes respectively built by McAdam Road(MR) and AR,and did so randomly across the entire specturm.,the survey result are not reliable to gauge the quality of one company's work.The number of the samplings ,it itself,do not ensure representativenes.Perhaps the Route 101 is MA's worse work while the Route 66 is AR's best work;or perhaps the section of Route 101 suggested in the memo has all kinds in difference with the other part of the Route.
   Secondly,the recommendation is based on the assumption that no other factor than the quality of one company's work affects the condition of a Route.Common sense informs me that this assumption is a poor one.A myriad of possible factors,including weather and geographic location can affect Route's condition.It's very likely that Route 101 was located in a zone which is often visited by storm,blizzard and even tornado. It's euqal possible that Route 101 is situated in a city whose citizenry tend to travle by car while the Route 66 is positioned near a less-populationed village whose inhabitants prefer bicyckle over automobiles as a tool for traveling.Understanably,it is impossible for Route 101 to maintain  a good quality as Route 66's even though Route 101 was built by the company with superior work.Without ruling out these and other causes,the arguer can not justifably assume that  the qualty of a company's work is the only affective factors of the Route's condition.
    Thirdly,the arguerment assumes too hastily that AR's newly purchased machinery and new quality-control manager stand for AR's intensive commitment to quality.It's very likely that the employment of this new manager is not motivated by the commitment to quality rather than by the concern of economic interest,for the very reason that this new hand requires far less salary than the former veteran.Even we accpted this assupmtion,it's equal possible that AR has already bought similar machinery and hired an experienced quality-control manager.If any of these scenarios,is true,then the statement that AR is more commited to quality  is open to doubt.
     In sum up,the argument is not as persuasive as it stands.To make it more logically acceptible,the arguer should make a comprehensive analysis based on sufficient samplings.In addition,the aruger must prove no other factors besides the quality of a company's work determine Route's condition.Moreover,more information about the newly purchased machinery and the new manager are needed to convince us that AR 's quality control is in the leading place.
