8 It is often necessary, even desirable, for politicalleaders to withhold information from the public

I believe in general that people should be protected fromsome kind of information, like a little kid should not get the detailinformation about criminal cases, an old man should not get the informationthat he is dying in any minute. So when it comes to political issues, I stillhold my opinion that political leaders should keep some information to his/herown. However, I do believe that such kind of situation is much rarer inpolitical realm than in daily life.

Many processes in everyday life are going on in private, like deciding which restaurant to go, which college to apply, or which one tomarry. But most processes in politic should be open to public. Elections, newpolicies, political decisions and so on are easily doubted about their justice, and by opening the processes to public, people could see and make sure that thefinal results come from a justified reason. Meanwhile, those who are indeedcontriving plots can be warned from public scrutiny. Thus, publishinginformation helps build trust between government and citizens, even when scandalsoccasionally come out from political figures, publishing in time is always thebest way to save the prestige of the whole political group.

So as long as information publishing is used to inspect thepolitic behaviors, which is most of the cases, it is beneficial to openinformation to public. But there are still occasions when information openingdoes no help to either decision or people's feeling about the decision. Oneexample is the undesirable situation when uncontrollable disaster happens.Political leaders whose duties are to protect the public, have to decide whichinformation is useless to protect people but easy to rouse commotion. Forinstance people should get the information that a horrible tornado is coming inseveral hours, yet they do not want to know the fact that even they are onehundred percent prepared, there are still chances that they kiss goodbye totheir lives somehow.

Another example is when the political situation is toocomplicated for the ordinary public to follow, like in war time. Because incomplicated situations, people have complicated demanding and benefits, and nomatter how open the information, the public cannot see the overview as much asthe leader, who is responsible for the whole nation's demanding. In that case, opening too much information might lead to an endless national debate, whichshould have been limited in cabinet.

In conclusion, it is pointless to argue whether or notwithholding information is beneficial, leaders should spend more effort ondistinguishing the information that cannot be published from the one thatshould be. Any political leader, who is responsible and conscientious for hisduty and for the public, should have the authority to decide how to deal withthe information, based on the situation, aiming at the maximized benefits forthe public.
