43. "To be an effective leader, a public official must maintain the highest ethical and moral standards."

In this issue, the speaker provides an inference if a public official wants to be an effective leader, he or she must maintain the highest ethical and moral standards. I have to say as an effective leader, one should have good qualities which would determine that whether one could serve for the collective managed with one’s heart or not. However, I can hardly concede that being a successful leader should be the best one on the respect of ethics and morality.
As a public official who wishes to be an effective leader, one has been endowed responsibility to serve for country and the masses body and soul. Good qualities are required for the people who work for the country and the department where they are employed. First of all, public servant is a position representing the image of government and the states, therefore officials must possess good characters to show the better face to the nationals and the world. The nationals would give constant attention to the officials, thus they judge whether some official has accomplish the responsibility as people wished and have right to choose to sustain or oppose the official. Obviously, a public official who shows higher ethical and moral standards would probably be appreciated by public. Moreover, some officials stand as the typification of the country to exhibit level of quality and culture of their country and government which is closely related to the country’s place in the world.
However, as the speaker said, to be effective leader, a public official must be the highest one. I really suspect the necessity for the officials. Indeed, ones standing at this position should fulfill the conditions of having a vital in some extent. Nevertheless, in many situations, the public officials obey the laws and stipulations to accomplish missions where they need not possess how high ethical and moral level. Furthermore, to be an effective leader, it seems more crucial having leader-ship and management strategy which would directly impact the organizational operation than high ethical and moral standards. As a leader, the obligations would probably relate to how to manage the department and how to increase the efficiency of benefit for the organization. In this case, the standards of ethic and morality seem not very vital.
And then an enforceable leader does not have to be a man of God who should have the highest ethical and moral standards. Such as George Washington who is not only the first president of the U.S, but also the chief commander of continental army in American Revolution could lead the masses to get rid of the fate of being colonized. And in order to succeed in the war, he must be characterized by decision and firmness and firm hawkish standpoint in some situations. When he must launch a fight for unshrinking belief of himself and the masses, it cannot avoid slaughter which must not be the behavior of a saint having the highest ethical and moral standards.
In sum, the public official who aspires to be an effective leader should have high ethical and moral standards in some extent. However, as an effective leader, one should have the qualities to manage the organization but be a saint who has the highest ethical and moral level. |
