Is it a must for a public official to maintain the highest ethical and moral standards in order to be an effective leader? We all know that personal quality plays an important role in the management process, and the ethical and moral standards are high on the list.
The public officials with high ethical and moral standards are easy to keep a positive image in public thus helping their orders and disciplines function more widely and deeply. As an old Chinese adage goes, the most effect way of management is "to teach with your words in addition to guide with your action". The public leader needs to set him as an example to pursue the maximum of public benefits. Washington was a highly honored American leader, and his stories of being honest and devoted have touched thousands of people around the world. Hard to imagine that without such ethic and morality, can people still respect and obey his rules willingly to that extent?
However, to be an effective leader, mere high morality and ethnic are not sufficient. A first-grade public official should also be equipped with rich knowledge in society and supreme skills in management. Since our society is changing rapidly with the days rolling by, to lead people efficiently in the right direction, the public official needs to analyze and comprehend various phenomena with his ample knowledge; then he may deal with issues with his management skills. Provided ethic and morality only he is just making people active in spirits yet slow or dull in actions.
In some cases, a public leader who maintains the highest ethical and moral standards may not turn into an effective leader. Some people value their personal morality so much that they can not endure the progress of public management. Once in the history, an eminent figure called Jie Zi tui refused the emperor’s invitation to be a minister in the court several times and finally escaped into a forest. The emperor admired Jie Zi tui's talents and morality so much that he set fire to the forest to force him out. Even under this condition Jie Zi tui still turned town the request and was eventually burned dead in the woods. Jie Zi tui is definitely a model in ethic and morality; notwithstanding people like him emphasize more on his integrity rather than serving the public.
To conclude, an effective leader should maintain the high ethical and moral standards to multiply his influence. More importantly he needs to be professional in the realm of management, both theoretically and practically. At last, even some people with the highest standard of ethic and morality, they may not be a public leader,
let alone an effective leader.
