"To be an effective leader, a public official must maintain the highest ethical and moral standards."

I agree with the assertion that an effective leader, a public official must be the highest ethical and moral. In a village, a province, a state or a country, the leader there represents the interest of most people. To this point, the ability to distinguish between innocence and criminality, virtue and corruption, good and evil-which is called the highest ethical and moral standards-is the prerequisite to an effective leader, a public official. Nevertheless, ambitious attitude, responsibility, energy, strong determination, leadership quality, excellent ability of systematical management and other fundamental characteristics are essential.

In the realm of business, the highest ethical and moral standards lies in always protecting the public interest even profiting the public in return. Throughout the whole commercial world, none of successful businessmen do not maintain the highest ethical and moral standards. For instance, Bill Gates, is a philanthropist as well as one of the most successful entrepreneur. On the contrary, Sanlu, a dry milk Company, who ignored the health of customers and added melamine to milk power, was punished by the government eventually.

In the Political sphere, the highest ethic and moral reflect in the humanity of thoughts and policies. Martin Luther King, a leader of the Campaign of Civil Rights for Black in the United States is a perfect example. Contrarily, it is not difficult of imagine what would like if a leader lacks of humanity. Dictator of Nazi Germany, Hitler Adolf, a notorious killer, is a representative of the kind.

From this, the highest ethic and moral is indeed critical to an effective leader, a public official.
Is it “The higher level of ethic and moral are, more appropriate a person is to be a leader.”? The answer absolutely is no. Namely, other feathers are as important as ethic and moral is. After all, it is ridiculous to admit a shaman is more suitable to be a president just because he has a higher level of ethic and moral.

To sum up, the highest level of ethic and moral can effectively is a must, which guarantee one can represent the interest of most people. Notwithstanding, other basic characteristics are necessary as well.
