Should government place few restrictions on scientific research and development? The speaker claims so. In general, I agree with the speaker’s assertion while we must realize that if some dangerous technologies be mastered by some terrorists, they will threaten the security of the society; if some controversial technologies are developed and used freely, it surely causes the chaos of social ethics. Therefore, I advocate that government should still place some restrictions on controversial scientific research and development.
In general, governments should try their best to support the development of scientific research. In other words, for most scientific researches, governments should place few restrictions. There is no denying that scientific plays an important role in the development of society.
For one thing, scientific research had been promoting the development of technology which makes people living better in nature and being able to survive in wider natural environment. In distant past, making tools and using them enable people to become lord of creation. Modern scientific research has brought three Industrial Revolutions which greatly promoted the progress of the development of society. People are able to come to air, sea, even to the moon. Therefore we can say no scientific research, no human society. For another thing, from the perspective of competition between the countries today, the ability of scientific research is an important indicator about a country’s comprehensive national strength. Deng Xiaoping, a Chinese political leader, once said ‘Science and technology are primary productive forces’. The saying is constantly used to point out that the competition between the countries has focused on competing in abilities of scientific research. Therefore, if one government places too many restrictions on scientific research will undoubtedly make its country’s development lagging behind and cannot keep pace with time.
However, we should realize that when faced some special scientific researches, governments should limit and guide them, otherwise, they may plant hidden troubles to the society. As far as I concerned, at least the following two kinds of researches should be subject to government regulation. Firstly, those researches which seriously endanger social security should be limited by government. We can see no further than nuclear test which greatly threaten public security has been forbidden in a large extent since most states signed up the Comprehensive Test Ban Treaty in 1996. Without limitation, once the nuclear weapon be mastered by terrorists, the consequence will be too ghastly to contemplate. Secondly, a number of controversial technologies such as clone, degeneration, and cosmetic and so on also should be restricted by government. Although these researches do not so much dangerous as the former, if no limitation on them, abusing of them will lead to social chaos. Therefore, it is necessary to limit and guide some special scientific research in order to ensure them will not do bad to our society,
At last, science itself is innocent. What should be restricted is depend on the purposes of carrying out them and the range of people who master the result of them. Like the chopper is innocent, good people can use it to chop the vegetables while bad guys use them to kill others. If cloning technology is used to benefit human beings, it will greatly promote the development of medicine. In a not dissimilar way, nuclear energy can be used to generate electricity which can not only solve the energy problem, but also indirectly solve the environment problems which are caused by traditional methods of generating electricity. It’s not wise to totally prohibit those kinds of scientific research just because they may cause problems.
To sum up, the right purpose of scientific research is benefiting mankind. So, the ultimate purpose of government restricting scientific research also should be to ensure it can benefit mankind but doesn’t threaten society. Under this premise, the government should place as few as possible restrictions on scientific research.
