Research and development are conducted by people and will be deploy in our society, influencing us. As a major manager in our modern society, government should take active and appropriate restrictions on them, as well as direction and supports.

Few people would disagree that scientific discovery are neutral in themselves, but employment of them, namely engineering and appliance, may invite good or bad acts on our society. Essential purpose of science is to interpret what the world is and how it work, which are inherent attribution of the nature. Whether we put efforts to discover and understand them, they are always there and would not be changed by our will. At this point, research and development aiming at revealing natural principles, as well as principles in spirit and society, should stay away from restriction. But how to use them would spur too much in our society. Nuclear fission would lead to enormous energy is a natural phenomenon, but it can lead to controllable power as well as tremendous casualties. More recently, American researchers succeeded to create the first man-made life in the world, a fresh kind of bacteria. It caused wide contradiction. A lot of scholars point out a potentially very dangerous scenario that concerning technologies spread broadly and become very cheap to deploy, which make it real for terrorists to create unprecedented lethal bacteria. Thus, these risks call for governmental monitor and restriction before it is too late.

Besides restrictions to prevent potential dangers, the nature of modern scientific groups emphasizes the role of government. Compared of primitive form in ancient Greek or Medieval, one of most critical motivation to effectively promote scientific research is more and more mature system of scientific research and development. In those ancient times, amateur researchers work for their own interesting isolatedly.
Not until the foundation of Royal Society in England did science found its highway. After that, systematic organization, in forms of patents, awards, rankings and concerning incomes inspire scientists to compete and gain for success admitted by society. All of these of course need governments to run and monitor. They can set up institutions and colleges, committees to appraise scientific contribution. As such, they put restrictions to negative behaviors of scientists, like plagiarism and forgery, in order to keep order in smooth function of scientific structures.


More than that, governments are expected to direct the research and development, usually by funding. Many fundamental scientific research, like physics and cosmology, fail to obtain benefits in a short-term, thus they don’t anticipate the financial supports through the products they invented for selling. Government comes to take responsibility. Because it garners the large amount of capital from taxpayers, the government can and must try hard to use it to fullest advantages. Employing brain trust, taking in-depth surveys, judging global trends, then they can distribute resources to research which are fundamental or potentially significant, like discovery for new energy resource, exploring Mars.

To sum up, modern scientific research strongly interacts with society. For the sake of people, government ought to make efforts to promote it and deploy it actively, positively and effectively.

讲了两层意思,一是科学技术是无辜的,另一个是一旦被坏人利用后患无穷,政府应该限制.可以考虑分两段写,另外,第一层意思没有举例子, 可以考虑举个例子,哥白尼发现日心说被迫害,是极大的阻碍了科学的发展

这段讲,现代社会的科学研究中,政府起到重要作用, 也没有举例子,建议进一步论证,其实下面讲得已经很多了可以考虑把下面论证多一点,把这一段去掉,或者加到下面的段落,都是讲

思路很开阔,从各方面论证, 论点很多,但是感觉没有论证得很有力.建议,把第三段去掉,把第二段和第四段论证加强.
