思路：

第一段：I fundamentally agree with the speaker's assertion, 因为政府官员要effective就必须有威信，你的手下比你high，你哪里来威信呢？因此，官员需要有the highest ethical and moral standards

第二段：正面之正面，说topic的可行性，即拥有高尚的情操将会使governing变得effective，举例说甘地，妻子给他织毛衣，他送给了乞丐，妻子说我再给你织一件？甘地说我家还有4亿人呢，我得先让他们穿上我才穿，你抓紧。

第三段：正面之反面，说topic的必要性，即道德上的flaw会直接导致管理的failure，说中国的severe acute respiratory syndrome，官员lied about the severity of SARS 直接导致自己的taking blame and resign。

第四段：反面，however，in some cases, 政府的宣传做得很perfect，掩盖了自己的劣迹，to some extent他们的governing也是effective，但是我坚信随着人民意识和媒体的发展，这样的领导是没法生存的。

第五段：总结，还是你官员自己维持highest的好。

In my view, an official's effective governing comes from his reputation and the respect which his underlings show toward him. And one can never build his reputation if the people under his management excel him with respect of the ethical and moral standards. Consequently, I strongly agree with the speaker's assertion that an effective public official must maintain the highest ethical and moral standards.

To begin with, we should be aware of the fact that owning highest ethical and moral standards indeed helps one's governing. Observing your noble morals, people will find you a venerable official heartfeltly, only in this way can you earn a good reputation. For instance, "Mahatma" Gandhi, who is the pre-eminent political and spiritual leader during Indian independence movement, owning millions of followers, maintained a high level of ethical and moral standards. Once, his wife knitted a sweater for him, he gave this sweater to a beggar and told his wife. When his wife asked if he needed another sweater, and he said that I have 400 million families in this country and I will accept a sweater only if all of my families have one. Characteristiced by these noble ethical and moral standards, Gandhi brought his country out of the colonial rule of British government successfully.

Furthermore, maintaining the highest ethical and moral standards is also a dispensable characteristic which should be possessed by an effective political leader. Even some small flaws will affect your position seriously. For example, by the year of 2002, Severe Acute Respiratory Syndrome (SARS) was ravaging in China. Some Chinese Health Ministry officials lied about the severity about SARS. Perhaps, they just aimed to avoid social panic; however, lying let them took the blame and resigned. In this case, ethics and morals not only determine whether an official can govern effectively, but also decide whether he is qualified enough for his position.

However, some people who remain unconvinced would argue that, in some cases, especially in those places where lacking a complete supervising system towards governments, some officials can conceal their misdeed and fake the semblance of their high ethical and moral standards. firstly, I must concede this phenomenon, nevertheless, I find this kind of phenomenon will not last for a long time though the increase of the public conception to supervise their government and the perfection of news media supervision. Altogether, in the long term, public officials should maintain the highest ethical and moral standards to be effective in their governing.

In conclusion, admitting that no one is free of defects, the public officials should still be strict with their own behaviors. If they are not the best one in their governing fields, they might be replaced by the better any time. Therefore, I strongly agree with the speaker's statement that to be an effective leader, a public official must maintain the highest ethical and moral standards.
