I strongly agree with the assert(assertion) that a public official must maintain the highest ethical and moral standards which is the prerequisite of being a leader, a significant element to prove the policy could be carried out smoothly.
To begin with, people who without the high ethical and moral standards are practically impossible to be competent public official let alone to be an effective leader. I hold this conclusion for two reasons. Firstly, only people who have high ethical and moral stand can execute their duties justly, whith is the premise of a government can running smoothly and making benefit for people. Secondly, a government with official who don’t have high ethical and moral standards will lose confidence of the people and finally, lose its power. Take the Chinese Kuomingtong Party in 1940s for example, facing the Japanese invasion, most of the official only looked after their own safe and benefit(例子很nice,如果深入点分析道德层面会更加好。这里说只顾着自己利益,可能出于战略啊什么的其他打算,不涉及道德,不妨说selfish啊不负责任之类的贬义词: only concern themselves with own sfe and benefit and take responsibilty to the citizens they led). Although the army of Kunmingtong Party was armed with advanced American equipment, they could not(不是能力不足,而是不愿意 did not,或者were not willing to) resist the Japanese. Moreover, because of the Corruption and nepotism(这里没能起到正面强调道德的作用哦,只是擦了点边,所以前面应该提到), Chinese people lose the trust to Kunmingtong Party and invested in Communist Party and support them to seize the power. Fail to moral standards, Chiang Kai-Shek fail to led his army and people, and finally lost the control of China. (而且你的主题是highest,注意这个est..)
In addition, a person who has problem in moral is unlikely to be forgiven and regain public trust to be a leader again, no matter how capable the person is. Many countries have such examples. Take two presidents in USA for example, Watergate Scandal led to the resignation of President Nixon; Clinton's scandal with Luwinsky caused Americans to doubt his honesty. They all had made great contribution to the economic development of The United States, however, gave up maintain the highest ethical and moral standards, they lost the presidency.
On the other hand, maintaining the highest ethical and moral standards is the source of charisma.(好词) The leader with great charisma has the ability to gathering the society recourse and power efficiently and promotes social development. As old Chinese saying goes, “If the ruler is personally upright, all will go well even though he does not give orders.But if he is not personally upright, even though he gives orders, they will not be obeyed.” Chairman Mao is a leader with great charisma, although some of his actions is controversial, His noble personality impact Chinese people. He succeeded in mobilizing Chinese people won the battle and constructed the infrastructure; no one will doubt his leadership is effective.
