Government's duty, widely defined as keeping the society stable and promoting the progress of the society. Well, the science, is a field aimed at discovering and clarifying the mysteries of the nature, which contribute greatly to the development of society. For instance, the invention of plow, and other agricultural tools, brought about the agriculture revolution, which freed our ancestors from endless hunting and nomadic housing, into a new life of
steady food supply and cozy housing.
In additon, the appearance of auto machines, resulted in the Industrial Revolution, which enable business and culture communication across the wide distance of oceans.

It seems that the government's duty and science's purpose are in harmony.^tu
However, when the science provide convience to our daily life, it also provide convience to chaos of society. Imagine, in World War II, without guns and planes,
how can the terrible disater cause death of billions of people? For this reason, some research about weapon, plane, and others have potential harm to others, should be under strick supervision of government.

However, the duties of the government may contradict with each other, which strenghen the puzzle of the restrictions of science research. Take Qing Dynasty as an example. In order to protect the peace of the society, the Qing government, set severe restrictions on almost every scientific research, which extremely impeded the development of science. During most of the Qing Dynasty, few battles happened and society enjoyed a long period time of peace, without great progress.
