few restrictions as possible, on the scientific research and development. However, as the complex relation of government's duty and the purpose of science, government should take differernt action according to different conditon.
Government's duty, widely defined as keeping the society stable and promoting the progress of the society. Well, the science, is a field aimed at discovering and clarifying the mysteries of the nature, which contribute greatly to the development of society. For instance, the invention of plow, and other agricultural tools, brought about the agriculture revolution, which freed our ancestors from endless hunting and nomadic housing, into a new life of
steady food supply and cozy housing.
In additon, the appearance of auto machines, resulted in the Industrial Revolution, which enable business and culture communication across the wide distance of oceans.
It seems that the government's duty and science's purpose are in harmony.^tu
However, when the science provide convience to our daily life, it also provide convience to chaos of society. Imagine, in World War II, without guns and planes,
how can the terrible disater cause death of billions of people? For this reason, some research about weapon, plane, and others have potential harm to others, should be under strick supervision of government.
However, the duties of the government may contradict with each other, which strenghen the puzzle of the restrictions of science research. Take Qing Dynasty as an example. In order to protect the peace of the society, the Qing government, set severe restrictions on almost every scientific research, which extremely impeded the development of science. During most of the Qing Dynasty, few battles happened and society enjoyed a long period time of peace, without great progress. Then as the Qing Dynasty was left behind by its competers, the battle finally setted in 1840, which resulted in a series of confusions and chaos. The purpose of steady society resulted in the chaos
After the coming of millennium, things seems more complex. As the globalization of the world, knitting the whole together, the relation between things become more sutble. For example, as consequence of the research of cloning, can cure a lot sickness, that are incurable today, which contributes greatly

the stableness of society, the government should promote it. On the contrary, the cloning of human will cause a series of ethics problems, which wil leave
the world unstable. The paradox of the result of cloning, apparently leaves the government a puzzle.
