Do you agree or disagree with the following statement. Improving schools is the most important factor in successful development of a country?

While admitting that improving schools is a most important factor in successful development of a country, I can not agree that it is the most important factor. I will illustrate my point of view in details.
Firstly, to a great degree, improving schools can enhance scientific, economical and cultural development of a country. Because when schools are improved, all the elements relevant to education are to be elevated. For example, better school facilities, better teaching staff, and so on. To put it in another way: students can benefit a lot from all this stuff. Their minds are broadened, their new ideas came up, which both indirectly and directly instrumental to scientific world or cultural exchange areas, etc. When a society or a country is full of talents, intellectuals or innovators, I can not imagine that there is some other country which can beat it or surpass it.
But we shouldn’t overlook other factors which are also important in the development of a society. I hold this opinion that hard work or willingness to devote of members of a country, let us say citizens, are the necessary elements of development. When people in a country are willing to work and happy to work, then the country is carrying great economical strength and potential. However, this can not be achieved simply by improving schools. There is still a lot of work to do, such as, perfecting mechanism of motivating people and bettering their life through welfare reforms. In this way, their sense of wellbeing is greatly increased, which contributes to social development. In contrast, lack of hard work or people just idling their time, may result in unsatisfactory development of a country.
So based on the above discussion, I think we can’t jump to a quick conclusion that improving schools is the most important factor. All we have to do is to consider the problem very carefully from both sides and then come to a correct conclusion.
