I agree political leader has its need to withhold information from the public, but overly withhold information from the public will cause problems.
Normally, in order to achieve a certain purpose for a government from the public, for example, preventing when a public panic spread through, government needs to withhold certain infromation from the public in order to be able to process solution of the issue more effectively. On the other hand, if the political
leader is more prefer to whose self-interest rather than that of the public, withholding information from the public will also happen.However, if the purpose of withholding the information from public is justicible, then may cause overly withholded information from the public and thus deprives the public's right as a citizen should have under a legislate governmental system.

Firstly, if a government overly withhold infromation of the spread
of a certain pandemic desease, the public will not have a warning of prevention of the pandemic desease, thus may cause of more severaly harm to the public. In this case the government and the punlic may benefit only form the administration of solution process of the problem, but this is only in a certain level of withholding information.

Secondily, political learder may overly withhold information based on whose self-interests. For example, in a monarchy government, political leader will try to withold every information that may harm to its monarchy ruling status from the public. Therefore, in this cause, the public's right to know and even express their own idea will be deprived as that in a legislated society should be.

Thirdly, if a society is legislated, political leader will not be able fully able to withhold any information he wants successfully because the transparency of a government to the public should be revealed to the public under a legislated government. What is the meaning of a legislated society? A legislate society should every thing be superivised, so no individual included the govenment can overly spread its right and every obligation of an individual should be obtained.
In this case, political learder will not be able to overly withold information from the public and may have difficult to withold the needed information from the public.

In sum, I agree a political leader has need and desire to withold information from the public based on making whose administration more effective, but overly withold information from the public will cause harm to the public and will not happen in a fully legislated society.
