I believe that governments provide economical help for arts artist thus arts can flourish and be available to all people. Artists who devote themselves to arts and put little mind in becoming famous or making money through teaching or artworks they create, may face hard lives. With the funding from governments, both creation and dissemination of arts get benefits.(59)

  The funding does good to the creation of artworks through keeping the artists from hunger and providing them money to make artpieces. In history, many artists were threatened by hunger, and some even died of poverty and illness when still young. Franz Peter Schubert, a famous musician who had created numbers of beautiful music we still adore today, was ignored by contemporary experts and government of Wiener. It is ironic that when the artists give out their works, experts neglected and governments give no help; and when people find they are so great and demand more artpieces, they leave us forever. In that sense, more artworks arouse due to the governments’ economical aid since the composer or writer get rid of worries of stomach and indeed have longer lives. Moreover, the money governments give also can help artists to collect more themes for their work through traveling, investigating and so on. Thus an artist picturing the scene of nature can travel to more places of beauty and get deeper feelings about nature during collecting. His works are probably rich in contents as well as exquisite in expressing. In addition, materials on which arts exhibit also need the money from government. Take the sculpturer for example. To make a fine sculpture, proper materials are needed. But not all of them have those to practice or have chances to make their works lacking for the precious things(for them). Without help, there will be less sculpturer in reality.(245)

  The dissemination of arts benefit from the aid as well. This aid included both exhibition of arts and introduction of the artists and their works on media. Since not all artists have money to do these, few people have the opportunity to be informed of their perfect artworks. They are only available to the friends of the artists and lucky ones happen to see. Although governments cannot discover every genius on arts, the found out artists should be honored as they deserved and their works should be showed before the mass. (91)

  Some people still insist on the political influence on arts. However, they misunderstand “provision” by “compulsion”. First, it is governments’ responsibility to supply financial aid to the artists, but it is artists’ freedom to choose acceptance or not. The wise authority cannot force them to accept. Second, there is no sufficient evidence that this aid is sure to harm the arts. The works are judged by beauty showing, the extent and way the artists express their feelings, and the impulsion on inspectors’ minds. As long as the artists continue to create follow the above rules, there is no harm to arts. Last but not least, those who do not accept funding also express political ideas, either for the governments or against, for they have the freedom to choose their favorite subjects thinking none of the aid.（136）

  Admittedly, there are some artists who are employed by the government. Instead of expressing their own opinion, they become the spokesmen of governments. They, in some way, is no artists, but some who can use art skillfully. It is their character to make their products disgraceful, not the funding of government essentially. (52)

  In general, the funding from government can make art flourish and spread to wider places and more people, on the condition that the artists do not turn their back to the rules of creating artworks. (623)
