definitely, it is my dream to have a phd. degree in USA. but i got a poor mark in toefl and GRE, the Toefl is listening :21,grammar :28, reading 25, maybe the writing part will be 4 or 4.5. i dont know because i just took the exam last week. and GRE is just more than 2100. verb*600. anyway, GPA is also not good enough. just common level. and i have no any paper. i have been worked in IT company for several years. i have no any confidence to apply school. i hope people here can give me some advice. i wonder whether or not i can get some offer or only addmission if i apply.

You will get addmissions as many as you want, but concerning offers it is a bit difficult for you to get.
If you really dream of an offer,  you can take TOEFL again and try to get a higher score, at least not less than 250.  I think your score of GRE is ok. But becides the score of the tests and GPA, you should  make your work experience best matching your future reserch.

看你申请的专业，学校，和老板。这些东西随机性很大，也不能大意。既然你现在就着手了，时间足够足够了，最好申请春季了
