The speaker said that scientific research and development should be little limited by the government. There are considerable merits in it for that scientific research needs rooms for imagination, without which the scientific development will be so hard to get improve that we won't have today's scientific achievements. However, there are some researches maybe involved in controversies, those that may damage human society or revoke ethnic conventions. As my view these researches should be confined depending on circumstances and properly, in case they may produce some terrible out comes.

Since the evolution of industry people's life has been extremely improved by the incredible power of scientific research and development. Edison invented light bulb so that people today can read and write more comfortably than people in old days who can only count on nature light or flick fire. With the biochemistry's blooming, medicines are becoming increasingly advanced, with which we now can cure diseases that used to be incurable and fatal. In nineteenth century, the computer was first introduced to people's life, after which the world experienced an enormous change and people entered the era of information. The stimulation of science to the society is so overwhelming that people are hard-pressed to neglect the significant contributions made by it while they are enjoying the convenience provided by it. Scientific research deserves more support, rather than restrictions which will confine the developing of it easily, because of the restrictions imposed on researchers’ imagination.

However, science is a two-edged weapon. When we take advantages of it, the science brings big threat to our society. Some research fields, such as internet, nuclear physics, gene modification, have potential threats. If we leave these scientific research and development without control people's safety of property, healthy, even life will be under threats. As the information technology developing, private data were more and more stored in the computer. But as the hack tech's becoming more and more advanced, private information's disclosure is growing daily serious.

In the field of particle physics, because of the appetence to know more about the universe the energy used in experiments is growing greater, at which the particles supposed to collide onto each other. But the more the energy is devoted to be used the more perilous accidents may occur.

And there are reports to reveal that gene modified foods being sold in stores throughout Europe and the United States may do long-term and potential harms to human body. It has been reported that experiments on rats revealed gene modified foods may cause many disorders to the rats. Although, the disorders happened on rats is not saying the same thing will happen on human beings who eats the same foods, we indeed have reason to consider that it is not safe to have these in diet. As to these things that may make human beings fall into hazardous situation, government should place restrictions on these fields.

To the future, the fossil energy may deplete soon, so that we must continue to research on new energy, such as nuclear energy. Even though it may be used to develop nuclear weapons which would kill most of the lives on the earth and even demolish it, depending on the situation of today's world, it probably is the most advisable energy solution. And the genetic engineering has great potential, it may give birth of delicious and healthful foods even reveal new therapies on a wide range of diseases. These facts throw lights on that even those research should be circumscribed has value to be explored.

To sum up, government on the one hand should support researches on the solution to our energy problem, on the other should restrain the hazard in a proper range. The key point is to keep equilibrium between the development and control.
