"Government should place few, if any, restrictions on scientific research and development"

什么才是政府和科学研究的正确关系。是否政府应当减少对科学研究的限制呢？我认为，政府不但应当增加严格的监管，同时应当引导科学研究往正确的方向上发展。
1.
科学是双刃剑。火，能促进消化，能烧人，毁坏房屋。枪，使打猎更方便，但是战争更残酷。核裂变技术nuclear fission technology能够为人类提供更大量的能源，减少化石燃料，同时也能杀死百万日本的民众。

现行监管并不足够。我们可以看到，虽然阻止核扩散nuclear proliferation，但是仍然有很多国家后续的发展出了核弹。这对世界和平和人类的未来增加了很多的不确定因素。同时clone technology也在挑战人类的moral base line。这可能会使得人们以后不知道到底人应该怎么定义。

应该引导有利社会的科学研究。比如，太阳能solar power，风能wind power，水力发电hydroelectric。同时，controllable nuclear fusion technology for generate electricity

What is a good relationship between the government and scientific research and development? Should our government place fewer restrictions on scientific research? In my opinion, government should not only place even more strict custody on scientific development, but also conduct current research into a better direction.

The development of science and technology dose not only benefit our everyday life, it also left us with numerous precedents to remind its defects. As an old saying goes: the gladius has to blades. The so called science is a gladius on that type. Looking back from the ancient time, when the human first discover the formidable trick of using fire, the two blades of technology show themselves to us. Apparently we know that fire can cook and keep us from monsters, we shell also remember that fire can make us killed. So was the beneficial tool of firearm. While it surely is a good tool to get quarry, it also help our enemy to kill our companions in a great many times. Also the fact that the nuclear fission technology, which is developed to make a new inexhausible energy of humanity, killed millions of Japanese in the end of world war II. Almost every technology which can benefit humanity harm ourselves too.

How we deal with a two blade gladius like that? Is our restrictions on potential harmful scientific research enough? In my view, the current custody of our government on scientific development is far from enough. There many facts which stand for my point. Take the nuclear proliferation convention for example. While many government get together and make their own contribution on execute this convention, there were so many county had invent nuclear bomb, with many close to success. This situation can add great uncerntity to the furture of humanity. Maybe the doom of humanity will be triggered by one of these evil countries such as North Korea or Iran. In the same time, clone technology has make one more strick to the base line of our moral principles by their attempt to clone a human baby. If we can create man using clone techonolgy, if we intent on tring to play a role of God, a pandemonium might be the right discribtion of our furture. These two facts are a tibe of iceberg, if we do not enhance our restriction on technology research which might end our bright furture, maybe our next generation will be in a society close to hell rather then to heaven.

Moreover, to earn a better future for our sons and daughters, we should not only circumscribe harmful technology development but also conduct scientific research into the right path. Many technology, which has such potential in making a better furture are in need of much more human resources and also abundant funds. These kind of techonology includes the solar power generation implement development, efficient wind power generater and cheaper hydroelectric instructions and so on. Especially, we should do much more research on controllable fusion technology which can generate enormous electricity. This technology can greatly change the way we generate power and relieve the pressure of greenhouse effect for a green tomorrow.

In conclusion, facing a two blade sword like science and technology, our government should alter their relationship by placing much more restriction together with much more conduction in order to earn a bright furture.
