"ISSUE170 - "The surest indicator of a great nation is not the achievements of its rulers, artists, or scientists, but the general welfare of all its people."


When we want to make any judgement about whether a nation is great or not,  we should pay attention to its overall power and strength, which could be showed in many ways, like achievements of its rulers, artists, scientists, or the general welfare of its people. What is suggested behind these signs, is the truth that we want.

Welfare of a society is usually considered important because it tells us about the goodness that a government is distributing to the people, and what kind of living condition the people have. Government is a government because people support it. But as the trend of history, which can be concluded from the history of China, where there happened a lot of such things that one dynasty is destroyed and another is built just because of the extreme low living condition that farmers who are in the bottom of the society have, the very big population of ordinary people, are also the crucial power of a nation. Low living conditions caused by the insufficient general welfare can be a destroying reason for the nation to collapse, and how can anyone call such a nation a great nation?

So a great nation shouldn't ignore the general welfare of its people, not only for the fear of being destroyed, but as well for the duty of the government-to protect its people.

Still the achievements are also important, though someone emphasis totally on the welfare of people. Achievements show the efforts that a nation is devoting on some fields. Take the science development as an example: How can the achievements be made? They need, first of all, a good educational system, which is to feed the children with basic knowledge and make a selection of the ones who have got advantages in doing scientific research, and then,abundant funds of doing researches. As we can see, in the world, the countries with the most academic achievements are exactly the countries with great overall power, because the lack of funds can not hold the extraordinary expense of the researches.

In this sense, the achievements are also the manifestation of the great power of a nation. Actually, those achievement will have remarkable feedbacks on the development of the nation's power, and this is exactly the reason the nations are supporting them.

However, the goals of different nations varies. Some countries devote most to the welfare of its people, while others focus more on the technological or artistic development. If we want to know how great a nation is, we should notice the overall power behind these manifestations.

But still, the balance of the developments of all fields should be attained. With too much spent on the welfare will a nation lack of power to advance in other fields, while with too much spent on the developments will the government be less supported and be less steady.
