To pursue the welfare is thought as an inalienable right for each human being, which all nations are also aiming at. Admitting the significance of the general welfare of all people, the arguer underlines that the well-being of the citizens is always of the most importance, compared with other achievements of the rulers or the progress in the fields of art or science. Apparently, this conclusion is too absolute, which fails to consider the inner relationships between the common benefits and other developments.
Great nation is often founded above the ruins, which buried the stubborn conventions as well as other frustrations in the way of advanced currents. Modern nation is defined as a synthesis combination, in which one striking function is to realize and protect the civil rights. On the other hand, to protect the realization of civil rights is a basic destination, but not the only one. To keep one nation survive, there comes some departments in charge of different and specific affaires, such as the diplomatic administration, which promises a peaceful living environment, and the military administration, which exerts an violent but ensuring influence in the time of emergency. It is definitely a one-sided view to define the nation as merely a function to govern and promote domestic affaires.
It is commonly believed as an inalienable right for people to pursue their happiness, to promote their living standard, to create the material wealth to support their family and to ensure the happiness of the group that they cherish. It is well-known that in America the civil rights of its citizens is promised by the Constitute, which was always mentioned in the ritual of presidential inauguration. One telling index for a government's achievements is the situation including the satisfaction of citizens to the current sovereigns. No one could deny that welfare is the primary demands for every citizens and the very reason to direct the longevity of one regime. Modern tax is a compulsory burden yet also a common benefit, the cooperation through which each involved turns out to be the beneficiary.
Each forms of spiritual values, including the science and art, is either direct reflection or further imagination about the surroundings, which in reverse promote the prosperity of human's lives. In this sense the speaker failed to find out the intrinsic essence in scientific or artistic progress and severed the ties between them and the benefits of common groups. There has been a long-lived debate between two theories in physics: the wave theory, which was born in 18th century, yet had been testified by innumerable experiments in the later hundred years, and the quantum theory, which was quite popular in the early 20th century. Nearly each physician was struggling the disprove one or the other. After years of assiduous work, a new theory-string theory-has been brought out and has been regarded more convincing in demonstrating the world around each of us.
Emphasis on the common welfare for a country is undoubtedly the primary and ultimate destination, yet the common welfare is never an insulated island with nothing related with the prosperity in other aspects. Actually, it was the combination of all aspects, rather than merely general welfare, that ought to be the surest indicator of a great nation.
