kk i think it depends on what you want to do...

1) if you just want to get a school to accept+stay in U.S in next 5 yrs... find a 2-tier Universities stat program and apply it now ( they may still be open)
2) if you want some good school.. then you can either a) apply a MA this year and work your ass off during your MA, and apply phd after that...
or b) wait another yr to apply 2012. And apply some researches in your field now so that next year there is something you can write on your CV...

I think find a MA is a good choice.. since you GPA is quite low for a PHD candidate, you can make it up in your MA

If you got all rejections, even from some "save schools," think about your recommendation...Professors from a small LAC know each student very well, and if one of your recommenders said anything negative about you, you are dead.

(and based on your gpa, you got some B's and C's? Those professors might not give you a strong recommendation...)

And i would suggest you to talk to your professors.  They would be much more helpful than any of us here.
