Issue 26  most people would agree that buildings represent a valuable record of any society’s past, but controversy arises when old buildings stand on ground that modern planners feel to be better used for modern purpose. In such situation, modern development should be given precedence over preservation of historic buildings so that the contemporary needs can be served.
很多人认为建筑代表了一个社会过去的历史价值,但是当现代城市的规划者想要利用老建筑占用的地盘做新的规划时,就会引起很多争辩。在这样的情况下,现代的发展应该优先被考虑,以使当代的需要得到满足。

I fundamentally disagree with this idea that modern development should be given more priorities even at the cost of preservation of historic buildings. Argument can be made for this thesis, but it seriously ignore the really intrinsic value of old buildings and the great possibility of reconciling the controversy of modern development and preservation of historic buildings.

Historic buildings, as an objective record or witness of the past, have a great value far beyond the buildings and history themselves. To a large extent, they serve as a representation of any society’s particular tradition, culture and civilization, which identify itself from other nations. Perhaps history is past, but civilization is permanent and has its impact into the future. The Triumphal Arch, for instance, is by no means simply a valuable record of Napoleon history in France, but the  vivid expression of high aspiration in French to independency, heroism, patriotism and other great national spirits that profoundly character even the French today. Similarly, seldom do the American regard the Statue of Liberty as merely a historic record. As to some long-history countries with splendid ancient civilization, China for example, old buildings’ symbolic meanings is much more full-bodied and widely accepted. Almost every Chinese people, in the thought of the brilliant Forbidden City or Great Wall, believes that the backward state of China today is temporary and sooner or later, China will return to the center of world civilization. Such a strong self-confidence is not unfounded: it comes from this county’s splendid two-thousand-year history as the main power of the world. In this sense, the Forbidden City, the Great wall and other historic buildings serve as the pillar of spirits for the Chinese, just like the Statue of Liberty for the America, or the triumphal arch for the French.

As the record of the past and the representation of civilization, one of the main distinctions of old buildings from the modern ones is that once we lose the old buildings, we will never regain them virtually. Although modern technology makes it possible to replicate some old buildings, it is widely accepted that the replicas can never substitute for the true. The World Trade Center destroyed by terrorism on September 11, 2001, we can still reconstruct it. But if the Statue of Liberty collapsed, can a replicated one offset the shocking and damaging effects of terrorism to American values, tradition, and civilization? Moreover, even in the utilitarian perspective, the scarcer, the more valuable. To preserve old buildings, therefore in some sense, is to preserve the scarce and the valuable.

Furthermore, historic buildings can still produce the so-called contemporary needs. Considering the tourists in droves to the Pyramid of Egypt, the Great Wall of China, or the Triumphal Arch of France, anyone can immediately understand this idea. In this respect, Beijing can learn very much from Xian, another Chinese city who also had a glorified history as the capitals of several most powerful dynasties in ancient China and had a great number of old buildings as Beijing did. In the 1950s, for the purpose of “ modernization”, Beijing decided to break down all her nearly five-hundred-year circumvallation. Fortunately, Xian did not follow Beijing like other Chinese cities. Today, it is just because of the ancient circumvallation that Xian can attract at least one million extra visitors in the intense competition for more tourists. Thus it can be seen that overemphasizing modern development at some times can even put sand to the wheel of modern development itself.

At last, it must be pointed out that although the controversy often arises between modern development and the preservation of old buildings, the possibility to reconcile it still exists. And with the progress of technology, this possibility increases persistently. For example, when the construction of a planned super way contradicts with the preservation of an historic building, modern technology has permitted the interest of both sides unharmed.

In conclusion, both cultural and practical concerns require that we must put the preservation of old buildings on the position of priority, if it contradicts with modern needs. (675 words)
