请问这个是全奖吗？还需要家里开财产证明吗？

请问这个是全奖的offer吗？？？他家必须要提交Financial Certificate，然后我加了一下他家给我的钱大致是stipend+ health insurance+and tuition=14700+1015+24710= 40425（不太明白表里的2055的fee是不是学杂费需要自己交）。加起来40425还是不够一学年九个月的开销40830啊··········但是只差40830-40425=405。
我的问题是：
（1）只要够9个月一学年的钱就可以申I20办签证了吧？这样办的签证不会是9个月的吧（我是菜鸟没办过）
（2）这405美元还需要让家里开财产证明吗？？？？？既然这个是全奖就不想再去开财产证明了啊，麻烦····
