I think that choosing school is in fact the process of selecting a matched professor. Since I am also a new one, no more experience can be shared. Now, my  picking work is moving on as follow:
1.According to the university ranking one by one, review the target department to find one or two most suitable professors available to be TaoCi.
2.When finishing  the reviewing work, I will pick out about 20 university candidates and I have to reduce them to 10 (the number I want to apply normally).
3.Carefully check the 20 candidates, for instance, if there is enough  project fund; if the professor needs students  and likes Chinese students; if most graduates of that university have good jobs......etc.
4. No stopping TaoCi with those professors whom I am intent to and modifying my candidate list by the different responses.  
5.Then the last 10 will come up.
