80这些企业的产出下降，整体耗能也下降；而相对的，原来低能耗高量产的企业的单位能耗没有变化，总产出增多就可能造成了80年工业界整体的能耗下降，产出增多。那么那个conclusion就不是造成result的必然因素

C 怎么会weaken argument呢？ argument的结论：因为工业界注重有效率地使用能源导致产出大而能源消耗少的现象。C说工业界以前paid little attention，可能现在注意了，应该是支持这个argument~

这个选项和70年代没有什么关系啊，1970以前关于能源保护的观念对于1970~1980的影响我们不得而知，这里没有说70年以前关注得少70~80年关注得多；就算70~80关注得多也不能对于这个结论有任何直接的削弱或者加强作用，关注是一回事，采取了什么行动真正发生了什么是另一回事
