hi, minimum requirement of TOEFL for PhD app at NTU is 88, however, some schools may also require students to have a TOEFL above 100 such as NBS&IGS, however, they will also consider if the applicants have a TOEFL score between 88 - 100 based on other merits.

lz有点奇怪。

因为lz不说自己的具体背景，我只能讲个不知道能不能作为参考的例子吧：
我一个同学（中国top2，工学）去年六月左右得到一个当年九月入学的去NUS 读ME 博士的机会。他没有GT成绩，只有四级，但导师跟他说不用了。

所以，如果其他背景很好的话，托福的英语成绩可以免（更不用提分数低了），用参加NUS自己的英语考试或者上英语课来替代。相应的规定在NUS Faculty of Engineering的FAQ上是这样的：

Students whose native language is not English are required to take the TOEFL unless they have completed a degree from an English-instructed university. Students who have yet to sit for the test, may still submit their applications. The University may then require applicants to sit for TOEFL or take an English test or take an English course, once they gain admission to the University.
