问题求助，这个调查类argument问题怎么说

有一种argument，会有national census怎么样，然后这个地区就应该也会怎么样。
我写了是false analogy，但是不对。
那么这种调查类的flaw，应该怎么说呢？
原文的AA是这样的：

7. The following is a recommendation from the Board of Directors of Monarch Books.
"We recommend that Monarch Books open a café in its store. Monarch, having been in business at the same location for more than twenty years, has a large customer base because it is known for its wide selection of books on all subjects. Clearly, opening the café would attract more customers. Space could be made for the café by discontinuing the children's book section, which will probably become less popular given that the most recent national census indicated a significant decline in the percentage of the population under age ten. Opening a café will allow Monarch to attract more customers and better compete with Regal Books, which recently opened its own café." （44）

下面是一封来自Monarch书店董事会的建议书。
“我们建议Monarch书店在店内开一家咖啡馆。Monarch书店在同一地点已经经营了20多年，因让读者可以广泛选择所有科目的各种书籍而享誉盛名，从而拥有庞大的顾客群。显然，开一家咖啡馆将会吸引更多的顾客。最近的一次全国人口普查的数据显示，低于十岁的人口所占的比重大幅下降，儿童书籍很可能变得不那么畅销，所以可以撤销儿童书籍区，将腾出来的空间用于建咖啡馆。建咖啡馆将使Monarch吸引更多的顾客并且更好地与最近刚开了咖啡馆的Regal书店竞争。”
