After the Prof interview you, he/she will fill a interview form and submit to admission office, the admission office will once again review every qualification of candidate to see whether meet their admission requirements, if yes, then they will give you offer.

PS: in the interview form, the prof will give a overall impression on you and tick options such as Strongly Recommend, Recommend or Not recommend.

我可不可以这样理解，interview不再是很有可能录取了，而变成了NUS的一种effective的选拔手段了。完全看表现，不好就被刷。 是吗？

yes, people who can not justify her/his motivation for study PhD or English communication skill is terrible will possibly be rejected.

A quick question regarding testing scores, is it a big concern to submit a overdue GMAT scores? I have got one taken back in 2010 seem past their "within 5 years" limitation. But really do not want to retake one.

yeah, it's a big concern if people take it seriously. They have every right to reject your application due to incompletion of materials.
