issue 3  "It is more important to allocate money for immediate, existing social problems than to spend it on long-term research that might help future generations."

As for the question whether it is more important to allocate money for immediate, existing social problems than to spend it on long-term research which might help future generations, the speaker tends to support the former. Admittedly, there is no denying that to solve immediate and current social problems with financial arrangement is desirable, which is much more significant than those that is allocated on some programs with little meaning for human beings. There is, nevertheless, an untenable point of view in the speaker's statement that all existing social problems need immediate attention while all the long-term ones do not. I recommend that it is essential to give equal weight to problems or projects by distinguishing their importance, no matter whether they are short- or long-term ones. And for those of profound meanings for us, money should be allocated without any hesitation; on the other hand, the less importance, the less money needed.

Nowadays, while some social problems are seriously urgent, some others, on the contrary, require much less emphasis. Take some as instances: unemployment, a social problem which prevails especially in urban cities, is getting more and more serious as technology develops rapidly day by day. This phenomenon is undoubtedly worthy of being paid much attention, since if it is not well resolved, there would be many more consequent social problems following it, such as crimes, poverty, and so on. This problem-chain may result in the instability of society, whose influence is unpredictable. Thus, the government of a nation, as well as some companies, should spend more money on problems alike, in order to sustain a stable situation of society.

On the other hand, there are a certain amount of businesses which do not deserve much financial support. For example, catering industry and real estate investment are two typical businesses. In a country whose poverty problem has not yet been well solved, isn’t it too unrealistic to invest so much money on luxurious food and drinking? In a country where real estate bulb has emerged, shouldn’t the government calm down and divert its focus to those individuals who are still in bad lack of houses? Although they are also within the scope of today’s projects, it is unwise to spend too much on them.

Just like there is some immediate need for money in today’s problems, the ones of the future also exist. Education, especially fundamental education, is never too important, because the most competitive power of a nation is its people’s qualities. Unless the elementary knowledge of people is prompt, a nation cannot thrive throughout this severely competed world. Meanwhile, the infrastructure, such as transportation and energy supply, is of the same importance. The economic loss brought about by a nation-wide blackout can be immeasurable, let alone other damages that hide behind. All money support of these aspects above can be achieved by the government, which is most responsible for public issues. Although those problems seem to be lasting and demanding, the government is obliged to allocate adequate money on them.

Likewise, some long-term programs should not be listed in the urgent problems. Space exploration, for example, is one whose purpose is too much distant from people’s real life. It’s merely a product of political battle, say cold war, instead of a project that ultimately run for the sake of ordinary people. The government, in this sense, ought to play a more positive role from the light of the country’s majority of people, rather than political goal, which it may pursue endlessly and cast troubles and pains on the innocent.

My conclusion is that it is necessary that the allocation of money be reasonable according to its specific use and effect. Both immediate and long-term problems require economic support, because they may act as similar roles in society, that is to say, if any investment becomes off-balance, serious consequences may appear. Hence I advocate that judgment be made by rational evaluation of the importance of a problem, and sensible solution be found by strict accordance with the judgment. Any money allocation should be used on the wanting respect.

第一段的论点很好,但句子间有些重复,罗嗦了。简明扼要些更好

论证比较清晰,就是主题句说了正反两方面,而正文只说到urgent problems.是否应该调整一下TS?

这段的论点很明确,就是例子显得有点单薄,要是说得更具体生动些就好了。像All money support of(supporting) these aspects above can be achieved by the government, which is most responsible for public issues.这样的句子和后面的the government is obliged to allocate adequate money on them.都比较空,有些重复,合成一句就好了

最后一段有些太长了,有两句话就可以了。结尾一定要短而有力。

总的说来论点和结构都比较清楚。就是论证的语言和力度都稍显单薄。句式和词汇的多样化好像都不太够。
另外在篇幅上,鉴于时间限制,正文有三段就差不多了,考场上可能没时间写到四段以上吧。看作者的立场,两段正或两段负都是可以的。
