Learning by oneself seems a good idea, but not for me. I have done extensive reading in this field but this is not enough to meet the acdemic need. I want some rigorous formal training.

Master degree is enough, it also provides a decent amount of training

I will see. Maybe there isn't a terminal master program in the univ I will attend.

Usually they will provide students from other phd program with a terminal master degree track, many school do that~~~

跟political science的大牛教授们处好，发展私人network。
我之前跟本校social science的教授们social过，结果就是，他们不知道你学术水平怎么样是不是和做他们那行，但是如果你日后成为一个跟他们工作相关的领域的graduate student，那么只要学校policy允许，他们很愿意把你招进组里面一起耍耍。然后慢慢你就知道自己能不能上道儿了。在political science、sociology等领域mentor的作用还是比较关键的，很多时候你去看课本不一定能够学到真正的这个领域内的东西。
举个栗子，我一个朋友是sociology的，他的一个亦师亦友的老师，是美国homeless这方面的巨擘，所有讨论homeless的人都要去读他的书（我没记住名字，只记得他是让自己为了研究这个话题做了好几年的homeless差点死掉），他的体验是，课上讲这个东西，自己读这个东西，跟后来认识了这个老师亲身听其讲授是彻彻底底不同的事情。所以可能political science，sociology，public affair／policy 等等，与教授们social建立私人关系甚至师生关系，可能远比拿到一个double phd受益的多。
