As far as I know, a graduate from CS should has advantage applying I.T. related jobs (e.g. programmer, system administrator, operation support etc.) Like-wise, a graduate from BBA should be easier to take management trainee, business admin job.

Although BIS offers some 'commercial' subjects, they are "borrowed" from their BBA degree, and vice versa in BIS-A. A graduate from BIS-A may not get a CS job easily since he/she has to face the competition of CS graduates.

Yes, some jobs in I.T. field are more business oriented (e.g. BA, PM, consultant in specific business domain). However, employers usually look for seasoned candidate rather than greenhorn.

In summary, as many people believe HKU is better than CityU, I believe some employers also do. In this case, for two greenhorns, one from CityU BIS may be inferior to HKU CS, regardless of their course content.

Just my two cents.
