serious doubt the use of taking CPA exam without any accounting working experience.
not sure for China, but at least for HK, one need related experience to get the title at the end.

1. yes. take a CFA will help you a bit, but just a bit only. - MSc econ is too theoretical for practical finance job, and you need something to supplement it.

2. start job searching in Sep.

a bit, but depends....
depends on how finance / how econ is your MSc,
depends on your original background,
depends on what kind of role,
depends on .........

indeed it is definitely a plus, the issue is: does it worth the time only............
