国内本科双非，GPA超低（2.41/4.00），经济学
到美国后进了top 50某校花了1年时间重读了一个本科，GPA3.6，商科，之后在本校读international relations的MS研究生，2015年6月刚毕业，硕士GPA3.53.本校虽然是TOP50某校，但是IR专业刚刚建立。
2015 Fall 拿到Boston University的Pardee School of Global Studies的MA的AD和Rutgers U的IR的PHD录取。
选择去BU读第二个MA，并且DEFER了RUTGERS的PHD。
现在打算申请2016 FALL的COLUMBIA U, JHK等IR牛校的IR的PHD。
求指导。
GRE：306+3
托福：美国本科豁免
美国在NGO短暂暑期工作过，硕士阶段有奖学金，美本荣誉毕业(MAGNA CUM LAUDE)

A mediocre program at best for academic training.
If you want to be a policy analyst, master degree is enough and I don't see any particular advantage of PhD programs offered by SAIS, Georgetown, or GWU.

Thanks, I wish to continue in academia. So, a PHD is important for me.
I hold 2 bachelors and 2 masters degrees.

Yep, that is why you need to commit yourself to a decent program.
You definitely got a good profile, and going to a mediocre program that does not help you in long academic cycle is absolutely a waste, providing avg. yrs of graduation is 6 yrs. That is going to torture you. Schools like Georgetown, JHU, etc. have few, if any job placement in top universities; and I am not convinced their PhDs have any comparative advantages versus students from NYU or UCSD.
At current stage, my general advice is to know what topics concern IR scholars most (believe me, it is way different from what the industry's focus); that is crucial in building up your application package. Recommended reading list for PhD students in HYPS may be a good start.
