I guess this is not the difference between China vs North America, but the difference between the industry.

A technical field will have technical interview to see what you really know, which is the case all over the world; while a non technical role wont do so, and thus more likely to judge the name of your previous company, and university.

This is exactly why banking counts on the reputation of the applicant's graduating university than CS, which is also the case in North America.
