墨尔本大学CON-offer的语言问题求助

今天收到了墨尔本大学Electrical的条件录取，但是条件中只有成绩单要求做清华学历认证，而没有语言要求，但我的雅思成绩是R:7.5，W：6，L:7.5，S:5，Overall：6.5，并没有到达学校要求的小分过6，为什么墨尔本不给我发条件的语言要求呢？

To satisfy the conditions of this offer, you must:
Arrange for the China Academic Degrees and Graduate Education Development Centre (CDGDC),
entrusted by the Chinese Ministry of Education and the Academic Degrees committee of the State
Council, to verify your completed degree transcripts and awards. Please apply directly to the
CDGDC (web based application: http://www.cdgdc.edu.cn) to arrange for your transcripts and
awards to be verified and the results, in English, to be sent directly to Admissions at the University
of Melbourne.
Alternatively, we can accept emailed copies of your degree transcripts and awards that have been
certified as true copies of the originals by one of the authorised overseas representatives of the
University. To find an overseas representative in your country, please refer to
http://futurestudents.unimelb.ed ... eas_representatives
Provide evidence of successful completion of your current program with a minimum 75
overall
To find out how to provide this evidence please go to
http://futurestudents.unimelb.ed ... ssions_application. Once you have met the
conditions set out above, the University will send you an unconditional offer letter, which will include
instructions on how to accept your offer.
