argument 中的central plaza skateboarding第二个表述的思路

题目如下，两道题，内容是差不多的，都在说central plaza的skateboarding问题，但是方向截然不同，一个是要禁止，一个是要解除禁止。我对第二篇思路很混乱，需要大家的帮助来理一下。
The following appeared as a letter to the editor from a Central Plaza store owner.

"Over the past two years, the number of shoppers in Central Plaza has been steadily
decreasing while the popularity of skateboarding has increased dramatically. Many
Central Plaza store owners believe that the decrease in their business is due to the
number of skateboard users in the plaza. There has also been a dramatic increase in the
amount of litter and vandalism throughout the plaza. Thus, we recommend that the city
prohibit skateboarding in Central Plaza. If skateboarding is prohibited here, we predict that business in Central Plaza will return to its previously high levels."

Write a response in which you discuss what questions would need to be answered in
order to decide whether the recommendation is likely to have the predicted
result. Be sure to explain how the answers to these questions would help to
evaluate the recommendation.

The following appeared as a letter to the editor from the owner of a skate shop in
Central Plaza.

"Two years ago the city council voted to prohibit skateboarding in Central Plaza. They
claimed that skateboard users were responsible for litter and vandalism that were
keeping other visitors from coming to the plaza. In the past two years, however, there
has been only a small increase in the number of visitors to Central Plaza, and litter
and vandalism are still problematic. Skateboarding is permitted in Monroe Park,
however, and there is no problem with litter or vandalism there. In order to restore
Central Plaza to its former glory, then, we recommend that the city lift its
prohibition on skateboarding in the plaza."

Write a response in which you discuss what questions would need to be answered in
order to decide whether the recommendation and the argument on which it is based
are reasonable. Be sure to explain how the answers to these questions would help
to evaluate the recommendation.

想求助一下大家啊，第一个禁止很好想，第二个就绕不过来了。所以这里说建议解除禁止，那我们要针对这个recommendation提出自己的疑问。那么针对argument中的一些论证，我们是要反着说么？就是说，两年前禁止了skateboarding，虽然这两年间游客增加很少，且垃圾损害问题依然存在，但这并不表示，禁止轮滑不对，可能取消禁止了，会更加严重，这一点并不能说明滑轮对于垃圾和损害没有影响。可能禁止轮滑起到了作用，但是这两年期间，又因为其他一些原因比如这里的商品质量下降导致游客少，这里的管理不当，导致垃圾问题还很多。第二点，monroe park 的情况和我们可能不一样，那里的轮滑没有禁止，但是没有垃圾和损害问题，可能是因为公园不大，管理和清洁相对比较方便，或者那里本来人就不多，所以造成垃圾损害的问题不是很严重。第三个这是一个轮滑店主的建议，很明显带有倾向性，所以要质疑，动机不纯等等。

大家可以帮我看看，我针对第二篇的提纲对吗？第二篇的思路是反过来的，要解除禁止，所以感觉绕不过来这个弯。

我觉得可以这样写

-By saying that in order to recover the former glory of the Central Plaza, the prohibition on skateboarding should be lifted, the owner assumes skateboarding would help in attracting the tourists in Central Plaza. Hence, we would like to ask, it is really the case?

-We notice that the prohibiting on skateboarding did not solve the problem of litter and vandalism. We wonder what is the cause of those problems. Further, we wonder whether those problems can be solved and whether a clearer environment can woo more tourists.

-Why there is no problem of litter and vandalism in Monreo Park? Can we learn from them to solve the problem?

-How can we attract more tourists to the Central Plaze? Lift of the prohibition is not likely to work, but other methods can be implemented to revive the place.

- The suggestion is from an owner of a skate shop. Would he benefit from the lift?
