我的留学申请历程

昨天拿到签证后，躺在床上，回想了整个历程，历时3年半，各种艰辛，写出来与gter的各位朋友分享，希望对来者有所借鉴。

本科专业：英语
本科学校：合肥工业大学
工作背景：政府机关6年
就读学校：lbj of ut austin
gre: 2240, v 720 q 800 a 720 (machine-based)
tofel: 623


2000年底有了出国读书的念头，因为在国家机关感觉这么混下去是在没有太大前途，读什么呢？离开学校好几年了，很茫然。

2001年春节后，gf报了个新东方，我混着进去听了2节课，结果知道个mpa和一句话“从绝望中寻找希望，人生必将辉煌”。然而老师讲的课在我看来，对考gre实在没有什么帮助，因为他们一直在讲笑话。回来自己复习，单词倒是背了36遍，模拟题作了一些。当时出国的动力并不大，慢慢混到了9月份，约了个10月9日的机考，结果远不是我想象的考试成绩，然后又紧接着复习tofel，10月18日去考了，结果还凑活，637（w 5.5）。11月16日再考gre，还是很差，搞得我非常丢脸，因为我是学英语专业的，其实后来感觉，这跟你学什么专业的没有太大关系。

2002年年初，觉得既然考了g和t，试试申请学校吧，那个时候很多学校都已经截至了，听一个朋友说cmu免申请费，于是就瞎申请了一个phd，结果自然是被拒。感觉自己gre成绩还是太低，4月份又考了一次gre，终于给我考了一个能用的成绩。从海淀定军大厦出来，感觉天是那么的蓝。那一年，到了夏天，忙着装修房子，下半年，gf开始申请，因为我们2人都是工作的人，如果2人同时申请没有那么多精力和时间，尤其是找人写推荐信，这是一个非常复杂的事情。于是我们2人一起忙她的申请，gf大学和我一个专业比我晚2届。她那年申请了一个学校，journalism专业，结果还拿到了全奖。

2003年gf开始忙签证，1000被拒，2000竟奇迹般的通过了。于是她于2003年8月离开北京赴美，就剩我一个人留守孤军奋战。又报了一次tofel。工作很忙，直到10月份才开始选校，花了1个月时间，几乎把usnews中mpa排名前80左右的学校都研究了一番，最后范围缩小到15所。这时突然发现第2天要考tofel了，就去了，考了个623，凑活能用。11月，开始写ps，联系大学时候的gpa，联系推荐信等等，11月下旬，第一套申请材料出炉，寄给了uc berkeley。

一直到2004年2月初，共寄出去15个学校的申请材料，我的材料大致分为2类，一类是针对学以致用型的mpa，一类是针对理论研究型的mpa。结果是其中的13所给我录取，其中包括3所有奖学金的，据我的是univ. of deleware和univ. of pittsburgh。2月中旬，harvard肯尼迪政府学院突然通知我说有人来北京给我面试，好好准备了一番，好好白乎了一番，顺利通过4月初收到harvard的录取，但是他们的mpp好像一点奖学金都没有（后来者注意了，如果想去肯尼迪，最好能从国内，比如你的单位争取资金，约90万rmb），不想放弃，上网查找各种奖学金的可能，结果发现只有世界银行有个奖学金适合中国学生，但是竞争非常惨烈，而且7月份才会有消息，但学校必须让你4月底告诉他们去不去。心理斗争很激烈。想过卖房子，然后又筹钱，我们小区的邻居为我募贷了10万，我向亲戚朋友借了20万，自己和家里凑了15万，凑够了第一年的钱，同时我还发动家里人在老家做工作，想要家乡的企业老总们能够捐资助学，还算比较成功，但是给我的压力非常大，经过向肯尼迪学院的中国同学们再三咨询，觉得花这么多钱不值，最后我作出决定，去ut austin，因为他们给我钱，我gf在德州，而且他们的mpa也是全美前十。5月份准备签证，满觉得应该不会有问题，结果6月21日被lshz拒，7月13日再拒，8月4日终于拿到了签证。

I also major in english and I didnt do well in verbal part, shame on me. I think the reason why u of deleware refused you is you are too outstanding for them. I guess so.
I really appreciate your courage and perseverance.  if I were you, I would give up.
Could you tell us more which university is based on practice and which is based on theoretical research.  
and how you write you PS?

我觉得这个需要你自己上学校网站研究，完全是个人的感觉，而且这种分类也不一定科学，所以在这里不敢误导。大部分学校非常重视实践，只有很少一些学校很看重研究，比如：univ. of deleware。

this is the same question I had this time last year. according to my understanding, most of the MPA programs in the U.S. is professional training, which means your will study courses of different professors. So I don't think it is necessary to contact any professors. I am very interested in administrative laws and science policies. by the way, most mpa programs are very flexible with your concentration.

and what kind of universities have interview? arethey famous ones? depend on the fund it has ? or something else? how about the common less famous ones?

I think interview has two endings: 1. verify your quality which you decribe in your applications 2. test your spoken-English (more important)

So just relax when you interview. you can talk about anything you want. But you may want to give some of your opinions about global or China's polics, economy or government, npo, ect.

What kind of schools require interview? I think first of all, if I am the professor who want to offer you assistantship, I very much want to confirm your language and communicative skills. so some school offer assistantships usually require interview. Second, some of the top schools require interview to ensure they admit the right students. esp. some schools are not very sure about Chinese students' communicative skills.

Anyway, I think different school has different policies. It's not safe to categorize them. Just relax. It is not that important.

非常羡慕你，申请到了前十的MPA，而且还拿到了全奖。实际上，我的背景和你惊人的相似：英语专业，6年工作经验，连G和T的分都相差无几。曾经申请过MPA，但没有拿到一个Offer, 也想申请肯尼迪，但最终因为没有奖学金而放弃。

尽管如此，我觉得关于MPA的一些问题，后来者还是应该注意：

对于那些在政府工作的公务员朋友来讲，如果你将来毕业后仍然想回到中国的政府部门发展，那么，MPA应该是一个不错的选择。如果你想跳出政府的圈子，想到Business里面去闯一番，或者想挣一把大钱，那么，MPA可能根本不能帮到你什么作用。

至于美国排名前3-4位的MPA，则另当别论，如肯尼迪、Princeton、Syracuse等。进入这些学校，你的选择会非常的多。有些咨询公司、投资银行、跨国机构也会从中选取毕业生。当然，入学竞争也会异常激烈。

我有两个同事，一个进了肯尼迪，毕业后在DC的一家联合国下属国际组织做领导，起薪当在6万美圆以上。另一个进入一家排名前20的州立大学念MPA，毕业后没有找到好工作，也不愿回国，后来辗转到了美国南方一所大学继续读Doctor，直到现在，比较郁闷。

flyhigher, you frighten me. if you have 6 years experience and didnt get offer, I only have 1 and a half year.  did you apply for the famous universities? not everyone can enter the famous ones I think. your colleague may be very picky about the salary or something.
